Contracts must be approved by the Governor' s Crime <br /> Commission grants management director prior to <br /> execution. Any funds incurred will be in violation of <br /> the contract if they are incurred prior to approval. <br /> Any rate over $450/day of $56 .25/hr must be justified <br /> in writing to the Governor' s Crime Commission. All <br /> sole source contracts in excess of $100, 000 must receive <br /> prior approval from the Bureau of Justice Assistance. <br /> 2 . Positions created must be new and increase the agency <br /> , staff by the number of positions requested. <br /> 3 . Funds allocated to the personnel section of the budget <br /> may not be transferred to another budget section. Unspent <br /> personnel funds will be reverted. <br /> 4. Agencies whose grants include confidential/buy money <br /> funds must read Appendix 7 "control and Use of <br /> Confidential Funds" in the Office of Justice Programs <br /> publication M-700 and sign a certification to abide <br /> by the federal guidelines, prior to any use of <br /> confidential/buy money funds. A copy of the guidelines <br /> and agreement will be sent to the project director. <br />
