She said there are also plans to provide teaching to clients on how to use the <br /> online applications. She noted that each time a client comes in to the office, that person <br /> is missing time at work. <br /> She reviewed the rest of the timeline slide. <br /> Nancy Coston said that other states who have the system say it takes a year or <br /> two for people to become comfortable with the online only service and there will always <br /> be a core group who prefer to talk in person. She emphasized the plan to educate and <br /> help people feel comfortable using that service, while still maintaining a face to face <br /> option. <br /> Commissioner Price asked if people will need cable in order for the online system <br /> to function properly. <br /> Lindsey Shewmaker said she is not aware of the capabilities of the system but <br /> she is hopeful that the state is aware of this issue and has designed the system with that <br /> in mind. <br /> Lindsey said staff will be working, between now and September 9th, to get more <br /> than 12,000 Medicaid cases into the system. <br /> Nancy Coston said that when each of those Medicaid files is converted, it must <br /> be touched in the system and several screens must be filled out for each one. This is <br /> why this is a slow process and it is a challenge for employees. She said there is also a <br /> compressed timeline with Medicaid because of health reform coming. <br /> Nancy Coston presented the following slides: <br /> Affordable Care Act <br /> • First open enrollment period for qualified health plans in exchanges. <br /> • Regardless of decisions on expansion and state exchange, people will begin <br /> applying in October <br /> • Will have to be ready to accept the "single streamlined" application on that date <br /> and apply new rules and transfer information between Medicaid agency and the <br /> exchange <br /> • Requires process changes <br /> - No Wrong Door <br /> - Seamless <br /> - Streamlined <br /> Affordable Care Act (Graph) <br /> Work Support Strategies <br /> • Work Support Strategies are business process changes that will enable counties <br /> to handle system change. <br /> Includes: <br /> - Policy simplification and alignment <br /> - Retention of eligible families <br /> - Increased use of performance data <br /> - Holistic view of family <br /> - New roles for staff <br /> • In Orange County, this may result in the creation of resource rooms or other <br /> building enhancements <br /> What do we need to be successful? <br /> • Flexibility to use funds for overtime and temporary staff <br /> • Additional technology including increased bandwidth and upgrades <br /> • Expedited reclassification and recruitment when vacancies occur <br /> • Minor building enhancements <br />
