She said this will happen in multi-year phases, with Phase 5 <br /> slated for completion in 2015/16. <br /> She said there are over 6,000 food and nutrition services cases in Orange <br /> County and staff has worked to get all of those entered into the system to complete <br /> Phase 1. She said the green light for beginning work on the combined Phase 2 and 6 <br /> will be June 17, 2013. She referenced these in the slide on NC FAST Phases. Phase 3 <br /> is set to begin in the end of 2013 or beginning of 2014. <br /> Lindsay Shewmaker referenced the slide on NC FAST Issues and said that this <br /> web based application looks very different than what the staff are used to, and it has a <br /> very steep learning curve. She referenced the number of cases due, versus the number <br /> completed. She said that in December 400 re-certifications for food nutrition services <br /> were completed out of 700 that came in. She said it was a struggle to get these done in <br /> a timely manner. She said that these are normally completed a month ahead, versus <br /> the current time of two weeks ahead. <br /> She said that the other issue with the system is that the response times are slow. <br /> This is being addressed with the IT department and efforts are being made to increase <br /> bandwidth. She referenced the chart and said the counties to the right are the slowest. <br /> Referencing the timeline slide, she said that EPass functionality starts at the end <br /> of this month and will allow clients to apply online for food and nutrition services benefits. <br /> Commissioner McKee asked about what if people do not have access to, or <br /> cannot use, internet services. <br />
