A motion was made by Commissioner Gordon, seconded by Commissioner Dorosin to <br /> accept attachment 1 as the Orange County Board of Commissioners evaluation process for <br /> county attorney and clerk to the Board. <br /> VOTE: UNANIMOUS <br /> Chair Jacobs clarified that the process will include a conversation with the employee <br /> and a conversation with the board before any feedback is given to the employee. <br /> Commissioner Gordon noted that there will be a review soon and, to her knowledge, <br /> there has been no evaluation instrument adopted. <br /> Donna Baker said that there are proposed forms, and she mentioned the issue of hiring <br /> a consultant for the manager review. <br /> Chair Jacobs suggested there be two more motions, one regarding the evaluation <br /> instrument and one regarding the manager. <br /> Commissioner Gordon said that the forms cannot be changed much at this point, but <br /> that by the end of the process there should be an evaluation of the evaluation process. She <br /> said that the two evaluation instruments presented are very different from each other. She <br /> suggested that the instrument should conform to the process with regard to rating categories. <br /> She said the rating scales should be standardized. <br /> Donna Baker suggested that a consultant look over the forms. She suggested that the <br /> current forms could be used now because of time constraints. <br /> Commissioner Gordon suggested that the board adopt the forms for this evaluation, <br /> with the changes that will conform the evaluation forms to the process. <br /> Commissioner Gordon made a motion, seconded by Commissioner Rich, that the <br /> evaluation process 1) Conforms to the adopted procedures, 2) has a standardized rating scale, <br /> and 3) re-visits the instruments subsequent to the review of the attorney and the clerk. <br /> VOTE: UNANIMOUS <br /> Donna Baker asked about supportive documentation, such as information from prior <br /> evaluations. She asked if this is acceptable to attach to the evaluation. <br /> Commissioner Gordon said yes. <br /> Commissioner Rich made a motion, seconded by Commissioner Price to appropriate up <br /> to $3,300 to work with a consultant in developing a performance evaluation process for the <br /> manager. <br /> Commissioner Dorosin said when this was discussed earlier he expressed his opinion <br /> that he does not believe an outside consultant is needed to evaluate the manager; he would <br /> advocate an internal process. <br /> Commissioner McKee asked what the Board is hoping to achieve with the consultant. <br /> Commissioner Rich said it seems there is no consistent way to review the manager and <br /> when a consultant was brought in to discuss this, she felt there needed to be more <br /> consistency. She said that the manager is happy to set this up. Commissioner Rich has <br /> worked with the consultant in question and she is experienced in this area. <br /> Commissioner McKee said he is conflicted because this is a lot of money to be spent, <br /> but he has participated in two of these evaluations and he did not feel it was fair to the <br /> manager or the county. He said he will support this, although he has some reservations. <br />
