Don O'Leary said the meeting last week with the Chair and Vice Chair went well. He <br /> shared the following quote from Mark Twain: "Whenever you find yourself on the side of the <br /> majority, it is time to pause and reflect." <br /> He said the differences of opinion are knowledge based and he offered a book on <br /> agenda 2, (Behind the Green Mask, by Rosa Koire), which he left with Donna Baker and <br /> encouraged the commissioners to read. <br /> Chair Jacobs noted that he, Commissioner McKee, and David Stancil did recently have <br /> a meeting with Don O'Leary and there was good discussion regarding the issues. <br /> Annette Smith lives in Chapel Hill and serves as parent co-chair of the School <br /> Improvement Team (SIT) at Culbreth Middle School. She expressed her support of the <br /> proposed science wing. She said the members of her school endorse the proposed science <br /> wing and respectfully request that it be funded in the 2013/14 Capital Investment Plan (CIP). <br /> She reviewed the benefits of the wing and the improved academic space and function it would <br /> provide to the school. <br /> Beverly Rudolph, Principal at Culbreth Middle School, expressed her hope that the <br /> science wing gets funded for next year. She noted the current small classrooms and invited <br /> the Commissioners to come and tour the school to better see the needs. She noted that she <br /> will be sending photos of the class sizes and said that she would like to see her students have <br /> the same space and opportunity for science learning as the rest of the district. <br /> Catherine Courier lives in Mebane and expressed her concerns about personal <br /> property ownership. She is specifically concerned with farmers losing the rights to wells on <br /> their property. She said the county needs to adhere to the constitution in its decisions. <br /> b. Matters on the Printed Agenda <br /> (These matters will be considered when the Board addresses that item on the agenda <br /> below.) <br /> 3. Petitions by Board Members (Three Minute Limit per Commissioner) <br /> Commissioner Pelissier made two petitions. The first was in reference to the <br /> Orange/Alamance county line. She said last year a local bill was passed that resolved many of <br /> the issues with the county line; but a commitment was not made to those that did not like the <br /> changes- Morrow Mill and Mill Creek. She asked Chair Jacobs and Commissioner McKee to <br /> approach Alamance commissioners to begin discussion toward a local bill to finish the work <br /> that was started. <br /> Commissioner Pelissier made a second petition to Frank Clifton and Gayle Wilson to <br /> investigate pay as you throw options to create and present a synopsis and recommendation to <br /> the Board. She also suggested that the towns be approached to gauge interest. <br /> Chair Jacobs said some of the Board members met with a group called Waste Zero, <br /> who is interested in facilitating pay as you throw as an environmentally friendly alternative to <br /> customary municipal solid waste disposal. <br /> Commissioner Price questioned an item on the agenda for April 23 regarding the <br /> Northern Human Services Center. <br /> Donna Baker said that there is an item on the April 16th work session and invited Greg <br /> Wilder to speak regarding this. <br /> Greg Wilder said the item was originally scheduled to occur at the meeting in Chapel <br /> Hill, but it has been reconfigured to be on the April 16th work session in Hillsborough. <br />
