Animal Services - continued <br />Animal Services: Administration and Programs <br />Major Services <br />Organizational Leadership and Oversight <br />• Lead organizational and policy change and conduct policy and operational <br />analysis as needed. <br />• Shape a positive and proactive model of animal services based upon effective <br />management of pet overpopulation. <br />• Coordinate with County Manager, County Attorney and other county staff in <br />regard to departmental affairs and assure sound financial management. <br />Governance and Community Relations <br />• Provide staff expertise and support to the Board of Commissioners and <br />coordinate effectively with the Animal Services Advisory Board (ASAB). <br />• Receive, respond to, and as needed refer citizen complaints, concerns and <br />requests. <br />• Maintain a positive community image through professional public relations. <br />Program Development and Administration <br />o Maintain an effective pet licensing program, including an online payment system. <br />o Coordinate and develop a robust volunteer program. <br />o Coordinate and manage a state -of- the -art spay /neuter program as part of <br />strategic plan for managing pet overpopulation in the county. <br />FY 2012 -13 Outcomes <br />Organizational leadership: <br />o Sustained spay and neuter efforts while developing strategies to achieve desired <br />outcomes in coming years. <br />• Coordinate policies and practices to continue to control animal intake numbers <br />and reduce the euthanasia of cats and dogs. <br />• Oversaw the collection of almost $600,000 in revenues; encouraged on line and <br />direct donations; and established giving opportunities for the county's new <br />Community Giving Fund. <br />• Governance and community relations: <br />o Supported the ASAB as it conformed to the county's new policies for boards and <br />commissions and collaborated with the board regarding various concerns. <br />o Worked closely with the ASAB to develop policy recommendations regarding the <br />recovery of stray animals in regard to fees and microchip requirements. <br />61 <br />
