- continued <br />Service Level - The amount of service provided during the fiscal year as indicated by one or <br />more performance indicators. <br />Special Assessment - A levy on certain properties to defray part or all of the cost associated with <br />improvements or services that will benefit those properties. For instance, a special assessment <br />would be levied against property owners who have petitioned for paving a street. <br />Special Districts - Tax - levied voter approved districts to provide specified services. Special <br />districts in Orange County include fire districts and the Chapel Hill - Carrboro City School Special <br />District. <br />Special Revenue Fund - A fund used to account for the revenues from specific sources that are <br />to be used for legally specified expenditures. <br />Tax Levy - Revenue produced by applying a given tax rate to a property's assessed, or tax, value. <br />Teachers Supplement - An additional salary provided by local governments above the salary set <br />by the state. <br />Two - Thirds Bonds — General obligation bonds that can be issued by a local government without <br />voter authorization. Under a formula set by the State, the new G.O. debt cannot exceed two - <br />thirds of the previous year's net debt reduction. <br />Waste Reduction, Reuse, and Recycling Fee (3R Fee) - this fee is used to help support the <br />County's recycling, reduction and reuse programs and is assessed to all improved parcels in <br />Orange County at varying rates, depending on the recycling services for which various parcels <br />are eligible. <br />M:i1 <br />
