Hiring Delay <br />Background <br />Beginning in FY 2009 -10, the County implemented a twelve -month hiring freeze for all <br />non - critical vacancies as one of several options to prevent a reduction in workforce. On <br />April 6, 2010, the Board of County Commissioners approved the elimination of 21 <br />vacant positions to assist with addressing the County's financial crisis. The Board also <br />approved a review process to allow critical positions to be filled with the approval of the <br />County Manager. Through this process, positions continued to be eliminated and <br />personnel services costs decreased in FY 2010 -11. <br />On June 15, 2010, the Board of County Commissioners approved the elimination of an <br />additional 18 positions, generating a cost savings of $768,986. In addition, the six - <br />month hiring freeze achieved a cost savings of more than $1.6 million in the general <br />fund for FY 2010 -11. <br />The Board approved the continuation of the hiring freeze for FY 2011 -12, creating net <br />savings of $2,172,744 in all funds. <br />For FY 2012 -13, the Board approved the continuation of a six -month hiring delay; and <br />as of February 28, 2013, the hiring delay has yielded net savings of $2,135,508 for all <br />funds. <br />The Manager recommends the Board continue the six -month hiring delay for any <br />positions already vacant and for positions that become vacant during FY 2013 -14. The <br />process of delaying recruitment and reviewing positions as vacancies occur has been <br />an effective means of ensuring personnel cost savings for the County. <br />Six -Month Hiring Delay Elements <br />Listed below are elements that would be included in extending the hiring delay. <br />• A six -month hiring delay would be in effect from July 1, 2013 through June 30, 2014. <br />It would apply to positions already vacant as of July 1, 2013 and positions that <br />become vacant at any time during FY 2013 -14. <br />• The hiring delay would apply to all vacant positions, whether they are funded from <br />the County general fund (Fund 10) or funded from non - County sources. <br />• When a vacancy occurs, each position will be thoroughly evaluated to determine the <br />appropriate action. Positions not approved to be filled are subject to elimination <br />and /or used to fund position reassignments, as necessary. <br />• Essential services such as public safety, health and protective services will be given <br />priority consideration. This would include positions in classifications designated as <br />critical and other specific openings as designated by the County Manager. <br />Edit/ <br />
