Employee Health Care <br />Background <br />Permanent employees are currently eligible for health insurance with United Healthcare. <br />Two plans are available: a traditional Point of Service (POS) plan with co -pays and co- <br />insurance and a High Deductible Health Plan (HDHP) paired with a Health Savings <br />Account which has no co -pays. Both plans allow out of network services. <br />The County pays for employee coverage and pays 52.0% of the cost of dependent <br />coverage based on the lower cost plan (currently the HDHP). To offset the difference in <br />the higher priced POS and the HDHP, the County contributes the difference of <br />$1,237.20 to a Health Savings Account for each employee enrolled in the HDHP. <br />Employees with dependent coverage will see an increase in their portion of the <br />premiums, particularly those in the POS. <br />Health <br />Plan <br />2013 County Cost <br />(Individual Coverage) <br />Employee <br />Deductible /Maximum <br />Co- Insurance <br />Co -Pays <br />$510.15 /month + <br />None, all services are <br />$1,237.20 /member, <br />$1,500/$2,000 (offset <br />subject to deductible, <br />HDHP <br />which equals $613.26 <br />by $1,237.20= <br />then covered at 80% <br />county cost/month <br />$262.80/$2,000) <br />until maximum co- <br />insurance is reached <br />$20/$40 for <br />$500/$1,000 (co -pays <br />Primary/Specialist <br />do not apply to the <br />Office Visits; <br />POS <br />$631.18 /month <br />deductible or maximum <br />$4/$25/$45 <br />co- insurance limit) <br />prescriptions; $50 <br />Urgent Care and $150 <br />Emergency Room <br />In 2013, the County continued the same contribution to the Health Savings Account for <br />employees participating in the High Deductible Plan and pro -rated the contribution for <br />newly hired employees. When new employees become eligible for health insurance, <br />those electing the High Deductible Plan receive a lump sum of $103.10 for each month <br />remaining in the Plan Year. With this approach, an employee hired in March who <br />enrolled in the HDHP received $927.90 in their Health Savings Account on April 1. <br />Since September 2010, the County has retained the services of benefits consultants <br />Mark III to assist with the entire benefits package, including health insurance. The cost <br />to the County for Mark III's services is $2.00 per employee per month until December <br />31, 2013. The renewal for 2014 will continue at the same rate. <br />Based on early claims data, Mark III has projected up to an 8.0% increase in premiums <br />for a renewal of the same benefits beginning January 1, 2014. Because the FY 2012 -13 <br />health care budget was based on last year's projection, the projected budgetary <br />increase for FY 2013 -14 is $226,444 (January through June).
