Position Classification and Pay Plans - continued <br />Salary Compression <br />The County maintains a Salary Schedule, defined as a schedule of salary ranges <br />systematized into sequential rates including Minimum and Maximum salaries for each <br />class assigned to any given salary range. In recent years, employee salaries have not <br />increased in proportion to the rising cost of living. Departments have found it <br />increasingly difficult to offer competitive salaries to new employees when nearly two - <br />thirds of current employees' salaries are compressed in the first quarter of the salary <br />ranges, as reflected in the chart below. Compression is a major issue affecting <br />employee morale and recruitment. <br />Permanent Employees <br />by Place in Salary Range <br />Salary <br />Grade <br /># of <br />Employees <br />Minimum <br />Quarter <br />1 <br />Up to <br />Midpoint <br />Quarter <br />3 <br />Up to <br />Maximum <br />Maximum <br />8 <br />38 <br />13 <br />22 <br />3 <br />0 <br />0 <br />0 <br />9 <br />16 <br />0 <br />11 <br />3 <br />1 <br />1 <br />0 <br />10 <br />57 <br />3 <br />39 <br />9 <br />3 <br />1 <br />2 <br />11 <br />61 <br />14 <br />40 <br />6 <br />0 <br />1 <br />0 <br />12 <br />85 <br />18 <br />43 <br />14 <br />8 <br />1 <br />1 <br />13 <br />20 <br />7 <br />9 <br />2 <br />2 <br />0 <br />0 <br />14 <br />140 <br />24 <br />93 <br />14 <br />6 <br />2 <br />1 <br />15 <br />41 <br />5 <br />22 <br />14 <br />0 <br />0 <br />0 <br />16 <br />81 <br />1 <br />59 <br />13 <br />6 <br />1 <br />1 <br />17 <br />32 <br />0 <br />13 <br />9 <br />7 <br />2 <br />1 <br />18 <br />44 <br />2 <br />19 <br />16 <br />6 <br />1 <br />0 <br />19 <br />72 <br />16 <br />25 <br />20 <br />6 <br />4 <br />1 <br />20 <br />31 <br />1 <br />14 <br />12 <br />1 <br />3 <br />0 <br />21 <br />2 <br />0 <br />1 <br />0 <br />1 <br />0 <br />0 <br />22 <br />37 <br />0 <br />14 <br />16 <br />6 <br />1 <br />0 <br />24 <br />14 <br />1 <br />4 <br />8 <br />0 <br />1 <br />0 <br />25 <br />4 <br />1 <br />1 <br />2 <br />0 <br />0 <br />0 <br />26 <br />12 <br />0 <br />2 <br />9 <br />1 <br />0 <br />0 <br />27 <br />13 <br />0 <br />1 <br />10 <br />2 <br />0 <br />0 <br />29 <br />8 <br />0 <br />3 <br />4 <br />0 <br />1 <br />0 <br />31 <br />10 <br />0 <br />0 <br />3 <br />6 <br />1 <br />0 <br />33 <br />2 <br />0 <br />0 <br />0 <br />2 <br />0 <br />0 <br />34 <br />1 <br />0 <br />0 <br />0 <br />0 <br />1 <br />0 <br />37 <br />2 <br />0 <br />0 <br />1 <br />0 <br />1 <br />0 <br />Total <br />823 <br />106 <br />435 <br />188 <br />64 <br />23 <br />7 <br />% of Total <br />Employees <br />12.88% <br />52.86% <br />22.84% <br />7.78% <br />2.79% <br />0.85% <br />WE <br />
