Solid Waste - continued <br />Division: Recycling <br />Major Services <br />• Urban Curbside - Provide weekly contracted curbside recycling collection to all eligible <br />households and businesses in the municipalities of Carrboro, Chapel Hill, and Hillsborough <br />• Rural Curbside Recycling — Provide biweekly collection of curbside recycling to all eligible <br />households and businesses throughout about 65 percent of unincorporated Orange County. <br />• Multifamily Recycling — Provide weekly recycling collection services to all eligible multifamily <br />properties throughout Orange County <br />• Commercial and Organics Recycling Programs — Operate County - provided collection of <br />recyclables from bars, restaurants, and other eligible businesses throughout Orange <br />County. Operate and oversee contractor - approved collection and composting of pre and <br />post- consumer organic materials including food waste from eligible food - service <br />establishments, grocery stores, convenience centers, and schools. <br />• Toxicity Reduction Programs — Operate programs intended to reclaim useful resources and <br />keep hazardous materials out of the environment while minimizing the toxicity of the <br />municipal solid waste stream. Toxicity Reduction programs include oil, oil filter, and <br />antifreeze recycling programs., dry cell battery recycling program, lead acid battery recycling <br />program, lights containing mercury program, household hazardous waste program, <br />conditionally exempt commercial hazardous waste program, and electronics recycling <br />program. <br />• Drop -off recycling program and other programs — operate and collect recyclable materials <br />from five staffed solid waste convenience centers and five unstaffed 24 hour drop -off <br />recycling sites. Operate other collection programs including programs to collect recyclables <br />from all local government buildings and facilities through Orange County and collection of <br />recyclables from the Orange County and Chapel Hill Carrboro School system facilities. <br />FY 2012 -13 Outcomes <br />• Curbside Recycling — provided recycling service to all eligible new homes. Added small area <br />of about 30 homes to the existing rural curbside program with no additional resources. <br />• Multi- Family — Continued to provide service to all eligible multi - family units. Expanded <br />service to presently un- served properties. <br />• Commercial Recycling — Continued service to all presently served units. Added businesses <br />to recycling program that could share existing sites (i.e. businesses in strip malls). <br />Continued to work with new ABC permit holders to set up successful recycling programs. <br />UNC took over the funding of their food waste and composting programs on campus saving <br />the County close to $44,000 in contract costs. <br />• Drop -off Recycling — Maintained high level of service at all drop -off sites, maximized <br />collection efficiency and prevented overflow. Strived to keep sites clean to reduce <br />contamination. <br />• Toxicity Reduction Programs — Continued all currently provided services with emphasis on <br />increasing collection of targeted materials such as electronics and eligible commercial <br />hazardous wastes. Diverted all lights containing mercury from household hazardous waste <br />program and worked directly with light bulb recycling vender to decrease the overall cost. <br />KIIIII7 <br />
