<br />Major Services
<br />• Provide integrated departmental support services including utilities, ordinance enforcement,
<br />communications, safety training, janitorial services, Charges by General Fund, Workers
<br />Compensation, education & outreach, equipment and vehicle maintenance, etc.
<br />• Provide clerical, administrative and managerial support for the department including
<br />reception, financial, accounting, recordkeeping, planning, etc.
<br />• Conduct solid waste planning, prepare financial analysis, and develop ordinances and
<br />policies to improve and sustain solid waste management and further reduce the waste
<br />destined for landfilling.
<br />• Staff Solid Waste Advisory Board and Solid Waste Plan Work Group (if reconstituted).
<br />• Review project applications and plans for all new construction in Orange County, including
<br />the Towns, with respect to minimizing construction and /or demolition waste during
<br />construction and effectively accommodating waste and recyclable collections once the
<br />development is completed. Advise design professionals, builders /developers and
<br />contractors with regard to waste reduction, deconstruction, collection vehicle access, type
<br />and quantity of receptacles, etc.
<br />• Enforce all Orange County Solid Waste ordinances, including Regulated Recyclable
<br />Materials Ordinance, littering and illegal waste disposal or burning. Issue related permits,
<br />licenses and citations. Assist in development of regional C &D recycling infrastructure for
<br />banned materials. Educate contractors and builders about ordinances and C &D recycling,
<br />waste reduction and deconstruction.
<br />Provide public outreach and education for proper use of landfill, recycling, waste reduction
<br />and other solid waste services through a variety of media. Provide general publicity and
<br />education regarding the programs and services for public, business, builders and
<br />contractors, government entities, educators and at special events. Conduct waste audits for
<br />government, businesses & other non - residential entities. Apply for all relevant State, Federal
<br />or private grants on solid waste management.
<br />FY 2012 -13 Outcomes
<br />• Conducted 186 plan reviews, 2,325 construction site inspections, issued /renewed 56 haulers
<br />licenses, issued 4,000 regulated recyclable materials permits (all jurisdictions), issued 50
<br />citations /notices of violation for illegal dumping /burning, and placed 1,023 verification tags on
<br />construction /demolition roll -off containers.
<br />• Conducted program promotion, landfill tours, training and presentations.
<br />• Sold 150 compost bins and 50 kitchen collectors on an ongoing basis from the Solid Waste
<br />Administrative Office and conducted 6 composting demonstration workshops at that site and
<br />Chapel Hill Community Center site.
<br />• Placed print and radio advertisements and provide a full year of correlated on -line
<br />advertisements in appropriate local media. Published 26 newspaper articles and broadcast 2
<br />radio programs. Expanded distribution of e- newsletter "Orange County Solid Waste and
<br />Recycling News" to over 2,600.
