Department of Social Services - continued <br />• Given the sustained impact of the economy on families, the agency continues to look for ways to <br />meet the ongoing demand in public assistance. Part of this initiative will include business process <br />redesign based on Work Support Strategies. <br />• The need for additional staff resources is addressed in the Economic Services department. Even <br />with the addition of some resources, the demands on staff transitioning to NC FAST while meeting <br />the increased caseload will be extremely taxing. The NC FAST transition for these programs will <br />not be completed until 2014. Until then the agency anticipates continued difficulty in meeting all <br />performance goals in these programs. <br />Social Services: Skills Development Center <br />This division has merged with the Central Administration division, within the department. <br />Social Services: Subsidy Division <br />Major Services <br />• Provide child day care subsidy and social casework services for families, including information and <br />referral services to help parents determine appropriate child care placements <br />Provide payments for foster and adoptive parents (performance measures for these services are <br />found in the Child and Family Services division) <br />• Provide county- funded emergency utility, housing, food, and medication assistance for eligible <br />families (performance measures for these services are found in the Public Assistance division). <br />FY 2012 -13 Outcomes <br />• 100% of preschool children served through child care subsidy were in regulated care. <br />• 90% of children receiving child care subsidy were in high quality (4- or 5 -star) child care centers or <br />homes. <br />• 60% of families receiving child care subsidy were employed families. <br />• Assured that 40 foster children received child care services, when foster parents worked outside <br />the home. <br />• Provided a safe, stimulating, learning environment for children in Child Protective Services, Work <br />First Family Assistance and Adolescent Parenting Program. <br />Performance Measures <br />2010 -11 <br />2011 -12 <br />2012 -13 <br />2012 -13 <br />2013 -14 <br />Actual <br />Actual <br />Budget <br />Projected <br />Budget <br />Service: Improve family functioning by providing child care subsidy and casework support services. <br />Average number of children served per <br />682 <br />650 <br />725 <br />815 <br />755 <br />month in child care subsidy program <br />Unduplicated count of children receiving <br />988 <br />1,088 <br />935 <br />1,140 <br />1,050 <br />child care subsidy during the fiscal year <br />Average monthly payment per child <br />$539 <br />$544 <br />$580 <br />$580 <br />$560 <br />iRtl <br />
