Orange, Person and Chatham will join twelve other counties — <br />Alamance, Cabarrus, Caswell, Davidson, Franklin, Granville, Halifax, Stanly, Rowan, Union, Vance <br />and Warren — to expand PBH. PBH will be the designated lead Local Management Entity (LME) to <br />provide oversight and management of the 1915 (b) (c) Medicaid waiver. <br />OPC will become a local community center acting as primary resource and local liaison for its provider <br />network and stakeholders. Local community centers will have advisory boards that participate at the <br />policy level to include governance and client and family rights. Orange County Commissioners will <br />appoint three members to the community oversight board — (1) County Commissioner or Designee, (2) <br />Client or Family Member, and (3) Resident or Stakeholder. <br />FY 2012 -13 marked the first budget year of OPC operating under the PBH regional structure. The <br />Commissioner Approved budget provides maintenance of effort funding for OPC identical to FY2012- <br />13, with the exception of $15,000 in guardianship funds which will be budgeted in the Department of <br />Social Services budget for FY 2013 -14. All Orange County dollars will remain under local control for <br />the benefit of Orange County clients, families and their community advocates.
