Housing, Human Rights and Community Development - continued <br />• Successfully petitioned the Towns of Chapel Hill, Carrboro, Hillsborough and Orange County to <br />remove the question on prior criminal convictions from their initial employment applications. <br />Implemented the Job Partners job- readiness program for people who are experiencing or are at <br />risk of homelessness with 21 businesses becoming Job Partners Employers and 18 individuals <br />participating in the program. <br />Hosted the sixth annual Project Connect in Chapel Hill on October 2012 — a one -day event that <br />provides a wide range of services to homeless persons or persons at risk of homelessness. <br />Approximately 268 individuals were served on that day. <br />Facilitated the development of an Outreach Court offering people experiencing homelessness an <br />alternative to incarceration for misdemeanor crimes. <br />Performance Measures 2010 -11 2011 -12 2012 -13 2012 -13 2013 -14 <br />Actual Actual Budget Projected Budget <br />Service: Strengthen partnerships with local service providers to the homeless. <br />Number of individuals served by Project 240 250 230 230 268 <br />Homeless Connect <br />FY 2013 - 14 Fiscal Year Objectives <br />• Continue to work with identified partners to build capacity and a process to provide housing first <br />units to chronically homeless individuals up to at least a total of 40 units at the end of 10 years with <br />10 units provided during this fiscal year. <br />• Strengthen partnerships with local service providers to the homeless. <br />• Provide staff support to the Partnership to End Homelessness Executive Team and associated <br />work groups. <br />• Work with service providers to increase the number of designated homeless disability benefits <br />workers. <br />• Work with the Chapel Hill Downtown Partnership to strengthen the Real Change from Spare <br />Change Program that raises money for homeless street outreach and educates the community <br />about the issues of homelessness. <br />Administer the County's FY 2013 Continuum of Care (CoC) Grant by coordination with service <br />providers and state and federal officials. The grant is anticipated to help approximately 100 <br />individuals obtain and maintain housing. <br />Budget Highlights <br />The cost of the Homeless Management Information System (HMIS), known as CHIN (Carolina <br />Homeless Information Network), has been transferred from the State to the twelve (12) <br />communities that receive homeless funding. For Orange County that cost is $21,000. <br />Revenue Increase: The revenue increase represents a 44% increase from each jurisdiction's prior <br />year contribution. <br />1i CE:3 <br />
