Finance and Administrative Services - continued <br />Finance and Administrative Services: Budget Division <br />Major Services <br />• Meet all timelines, as required by the North Carolina Local Government Budget and Fiscal Control Act, and <br />as established by the Board of County Commissioners (BOCC). <br />• Produce the County's annual operating budget and five -year Capital Investment Plan (CIP). <br />• Provide analytical support for special projects, including service delivery models, cost analysis, and <br />performance measurement. <br />• Manage the logistics of the Outside Agency funding process. <br />FY 2012 -13 Outcomes <br />Prompter Document Publication: Published Approved Operating and CIP Budget within seven weeks of <br />fiscal year end. <br />Improved performance measure quality, in Operating Budget document. Worked with County Departments <br />to create more concise and quantifiable performance measures. <br />FY 2013 -14 Objective <br />• Publish Approved Operating and CIP Budget by the first BOCC meeting, in FY 2013 -14. <br />• Increase County financial updates, through BOCC meeting materials and website publications (e.g. monthly <br />Article 46 Quarter -Cent Sales Tax collections, posted on website). <br />Budget Highlights <br />The Budget and Management Analyst II position remained vacant for six months and generated <br />$31,000 in county savings. <br />Finance and Administrative Services: Risk Management Division <br />Major Services <br />Maintain all liability insurance and resolve County insurance claims prior to any necessary court <br />action. <br />Reduce and maintain all insurance claims and County risk. <br />FY 2012 -13 Outcomes <br />• Worker compensation claims reduced, for the third consecutive year. <br />• Consolidated Risk Management into Finance and Administarive Services, from Asset <br />Management Services. <br />FY 2013 -14 Objectives <br />Maintain all grant compliance and perform five internal audits of key County service areas <br />Budget Highlights <br />The Risk Manager and Grant Accountant positions remained open for nine months and generated <br />$100,513 in savings. <br />iMID] <br />
