62 <br />school system. Many of the recently approved developments have exceeded the <br />anticipated student generation rates prior to the completion of the development. We are <br />also seeing more students than anticipated from recently approved multi - family housing <br />developments. It is requested that the County consider whether a new study should be <br />performed. <br />Certificate of Adequate Public Schools (CAPS) and the SAPFO Process: There have <br />been recent discussions about the legality of the CAPS system if a developer was denied <br />a permit. Since there is not a pending concern about space in our schools, the Board <br />appreciated the flexibility provided on this aspect of the SAPFO process and the <br />willingness of the Commissioners to delay a modification to the ordinance. The Board <br />reiterated the importance of maintaining close collaboration and communication as the <br />various components of the SAPFO process are discussed moving forward.
