Although the SAPFO system is not formally regulated in Mebane, staff monitors <br />development activity and when students enter the school system their enrollment is calculated <br />and used in future school projection needs. <br />As has been noted in various preceding sections of this report, changes to the CAPS system are <br />anticipated to occur this year due to a N.C. Supreme Court ruling in August 2012. <br />Please note that the two processes (CIP and CAPS) are on separate but parallel tracks. However, <br />the CIP does create a crossover of capacity information between the two processes. For <br />example, the Schools APFO system for both school districts that will be established / initiated / <br />certified each year in November and is based on prior year created and / or planned CIP capacity <br />and current school year membership.
