3 <br /> 1 She said that the other issue with the system is that the response times are slow. <br /> 2 This is being addressed with the IT department and efforts are being made to increase <br /> 3 bandwidth. She referenced the chart and said the counties to the right are the slowest. <br /> 4 Referencing the timeline slide, shenaidthat EPass functionality starts at the end <br /> 5 of this month and will allow clients to apply online for food and nutrition services benefits. <br /> 6 CommissionerMcKee asked about what if people do not have access to, or <br /> 7 cannot use, internet services. <br /> 8 Lindsey Shewmaker said applications will still be available in the traditional ways <br /> 9 as well. She said there are also plans to provide teaching to clients on how to use the <br /> 10 online applications. She noted that each time a client comes in to the office, that person <br /> 11 is missing time at work. <br /> 12 She reviewed the rest of the timeline slide. <br /> 13 Nancy Coston said that other states who have the system say it takes a year or <br /> 14 two for people to become comfortable with the online only service and there will always <br /> 15 be a core group who prefer to talk in person. She emphasized the plan to educate and <br /> 16 help people feel comfortable using that service, while still maintaining a face to face <br /> 17 option. <br /> 18 Commissioner Price asked if people will need cable in order for the online system <br /> 19 to function properly. <br /> 20 Lindsey Shewmaker said she is not aware of th bilities of the system but <br /> 21 she is hopeful that the state is aware of this issue and has designed the system with that <br /> 22 in mind. <br /> 23 Lindsey said staff will be working, between now and September 91h, to get more <br /> 24 than 12,000 Medicaid cases into the system. <br /> 25 Nancy Coston said that when each of those Medicaid files is converted, it must <br /> 26 be touched in the system and several screens must be filled out for each one. This is <br /> 27 why this is a slow process and it is a challenge for employees. She said there is also a <br /> 28 compressed timeline with Medicaid because of health reform coming. <br /> 29 <br /> 30 Nancy Coston presented the following slides: <br /> 31 Affordable Care Act <br /> 32 • First open enrollment period for qualified health plans in exchanges. <br /> 33 • Regardless of decisions on expansion and state exchange, people will begin <br /> 34 applying in October <br /> 35 • Will have to be ready to accept the"single streamlined" application on that date <br /> 36 and apply new rules and transfer information between Medicaid agency and the <br /> 37 exchange <br /> 38 • Requires process changes <br /> 39 - No Wrong Door <br /> 40 - Seamless <br /> 41 Streamlined <br /> 42 <br /> 43 Affordable Care Act (Graph) <br /> 44 <br /> 45 Work Support Strategies <br /> 46 • Work Support Strategies are business process changes that will enable counties <br /> 47 to handle system change. <br /> 48 Includes: <br /> 49 - Policy simplification and alignment <br /> 50 Retention of eligible families <br /> 51 - Increased use of performance data <br />
