3 <br /> 1 Chair Jacobs said he was at the Walnut Grove Convenience Center when it was warm. <br /> 2 He requested that there be some consideration of putting concrete or something to mitigate the <br /> 3 heat for the benefit of the staff that will be there all day. <br /> 4 Chair Jacobs said Commissioner Gordon had petitioned the Board earlier this year <br /> 5 about formalizing closed sessions materials. He noted there had not been a response yet, and <br /> 6 he said he would like to add a petition for the manager, before putting a closed session item on <br /> 7 an agenda, to contact the Chair to discuss it ahead of time. <br /> 8 Commissioner Gordon said she had hoped that the response to her petition from the <br /> 9 agenda review team would have been a recommendation for a more formal process. She <br /> 10 asked thather request be re-visited. She said that perhaps the petition could be revised and <br /> 11 the addition from the Chair added to a revised petition. It was agreed that this would be <br /> 12 discussed at a later time. <br /> 13 Commissioner Price asked if her suggestion about Northern Human Services Center <br /> 14 would be put on an agenda that is in the northern part of the county. <br /> 15 Chair Jacobs said he will make sure this happens. <br /> 16 <br /> 17 4. Fair Housing Month <br /> 20 The Board considered a proclamation designating April as Fair Housing Month 2013 and <br /> 21 authorizing the Chair to sign. <br /> 22 James Davis, Civil Rights Staff for the Department of Housing, Human Rights and <br /> 23 Community Oeve|opment, read the following proclamation: <br /> 24 <br /> 25 ORANGE COUNTY BOARD'OFCOMMISSIONERS <br /> 26 PROCLAMATION <br /> 27 FAIR HOUSING MONTH <br /> 28 <br /> 29 WHEREAS, April 2013 marks the 45th anniversary of the Fair Housing Act of 1968 and the 30th <br /> 30 anniversary of the North Carolina Fair Housing Act prohibiting discrimination in <br /> 31 housing on the basis of race, co|nr, smx, oe|igion, national origin, handicap and <br /> 32 familial status; and <br /> 33 <br /> 34 WHEREAS, the Orange County Board of Commissioners enacted the Orange County Civil <br /> 35 Rights Ordinance on June 6, 1894, which affords to the residents of [)range <br /> 36 County the protections guaranteed by Title VIII and additionally encompasses <br /> 37 the protected classes of veteran status and age; and <br /> 38 <br /> 39 WHEREAS, Orange County and the United States Department of Housing and Urban <br /> 40 Development as well as concerned residents and the housing industry are <br /> 41 working to make fair housing opportunities possible for everyone by encouraging <br /> 42 other to abide by the letter and the spirit of fair housing laws; and <br /> 43 <br /> 44 WHEREAS, despite the protection afforded by the Orange County Civil Rights Ordinance and <br /> 45 Title VIII as amended, illegal housing discrimination still occurs in our nation and <br /> 46 in our County; and <br /> 47 <br /> 48 WHEREAS, by supporting and promoting fair housing and equal opportunity, we are <br /> 49 contributing to the health of our County, State and Nation. <br /> 50 <br />
