• <br /> 2 <br /> 1 Don O'Leary said the meeting last week with the Chair and Vice Chair went well. He <br /> 2 shared the following quote from Mark Twain: "Whenever you find yourself on the side of the <br /> 3 majority, it is time to pause and reflect." <br /> 4 He said the differences of opinion are knowledge based and he offered a book on <br /> 5 agenda 2, (Behind the Green Mask, by Rosa Koire), which he left with Donna Baker and <br /> 6 encouraged the commissioners to read. <br /> 7 Chair Jacobs noted that he, Commissioner McKee, and David Stancil did recently have <br /> 8 a meeting with Don O'Leary and there was good discussion regarding the issues. <br /> 9 <br /> 18 Annette Smith lives in Chapel Hill and serves as parent co-chair of the School <br /> 11 Improvement Team (SIT) at Culbreth Middle School. She expressed her support of the <br /> 12 proposed science wing. She said the members of her school endorse the proposed science <br /> 19 wing and respectfully request that it be funded in the 2013/14 Capital Investment Plan (CIP). <br /> 14 She reviewed the benefits of the wing and the improved academic space and function it would <br /> 15 provide to the school. <br /> 16 <br /> 17 Beverly Rudolph, Principal at Culbreth Middle 8choo|, expressed her hope that the <br /> 18 science wing gets funded for next year. She noted the current small classrooms and invited the <br /> 19 Commissioners to come and tour the school to better see the needs. She noted that she will be <br /> 20 sending photos of the class sizes and said that she would like to see her students have the <br /> 21 same space and opportunity for science learning as the rest of the-district. <br /> 22 <br /> 23 Catherine Courier lives in Mebane and expressed her concerns about personal property <br /> 24 ownership. She is specifically concerned with farmers losing the rights to wells on their <br /> 25 property. She said the county needs to adhere to the constitution in its decisions. <br /> 26 <br /> 27 b. Matters on the Printed Agenda <br /> 28 (These matters will be considered when the Board addresses that item on the agenda <br /> 29 below.) <br /> 30 <br /> 31 3. Petitions by Board Members (Three Minute Limit per Commissioner) <br /> 32 Commissioner Pelissier made two petitions. The first was in reference to the <br /> 33 Orange/Alamance county line. She said last year a local bill was passed that resolved many of <br /> 34 the issues with the county line; but a commitment was not made to those that did not like the <br /> 35 changes- Morrow Mill and Mill Creek. She asked Chair Jacobs and Commissioner Mckee to <br /> 36 approach Alamance commissioners to begin discussion toward a local bill to finish the work that <br /> 37 was started. <br /> 38 Commissioner Pelissier made a second petition to Frank Clifton and Gayle Wilson to <br /> 39 investigate pay as you throw options to create and present a synopsis and recommendation to <br /> 40 the Board. She also suggested that the towns be approached to gauge interest. <br /> 41 Chair Jacobs said some of the Board members met with a group called Waste Zero, <br /> 42 who is interested in facilitating pay as you throw as an environmentally friendly alternative to <br /> 43 customary municipal solid waste disposal. <br /> 44 Commissioner Price questioned an item on the agenda for April 23 regarding the <br /> 45 Northern Human Services Center. <br /> 46 Donna Baker said that there is an item on the April 16m work session and invited Greg <br /> 47 Wilder to speak regarding this. <br /> 48 Greg Wilder said the item was originally scheduled to occur at the meeting in Chapel <br /> 49 Hill, but it has been reconfigured to be on the April 16mvvorhaeosion in Hillsborough. <br />
