20 <br /> 1 Gayle Wilson said he would have some concerns and would have to have discussions <br /> 2 with waste management. He does think that this would potentially characterize the convenience <br /> 3 centers as transfer centers and would subject them to permitting and a new arena of rules and <br /> 4 regulations. He said that once these centers begin to receive commercial waste, it changes <br /> 5 things and the state would have to interpret it. He said there would need to be considerable <br /> 6 analysis before he would recommend this arrangement. <br /> 7 Commissioner McKee said he just wanted clarification of this issue. <br /> 8 Commissioner Rich-said she would like to take franchise option off the list. She noted <br /> 9 that there has been no positive input on this from anyone involved. <br /> 10 Commissioner Dorosin said that he would like-to look at the goals. He said that he feels <br /> 11 there are three goals: 1) Continue to maximize recycling; 2) Ensuring the maximum equity for <br /> 12 residents; and 3) Trying to ensure fairness for small businesses and county staff. <br /> 13 He said with that in mind, the tax districts, the authority, or eliminating curbside would be <br /> 14 the options that maximize the three goals. <br /> 15 He asked for clarification that, with the tax districts, anyone in the district would be <br /> 16 assessed a tax and everyone would be provided the service. <br /> 17 Frank Clifton said in the case of a large lot of land, the relationship between the fee and <br /> 18 the service is different now. He noted that everyone who pays the fee does not use the service, <br /> 19 even though it is available, but the cost is linked to the estimates of service provided. He said <br /> 20 that the tax would be appried by valuations within the district that would determine how much <br /> 21 each individual paid, not necessarilythe waste stream or usage. He said this has to be looked <br /> 22 at more closely and there would be isSues to work out and modifications be made over the <br /> 23 years, based on the cost of the services. He said that the authority has more flexibility than the <br /> 24 tax district in how revenue is raised. <br /> 25 C|onmnnissinne, Pelissier said her first choice is a solid waste authority although other <br /> 26 things may have to be done in the meantime. She addressed the issue of equity, and noted that <br /> 27 there were discussions about the convenience centers and charging access fees that were <br /> 28 more expensive in rural areas than in urban areas. She asked if this might be a consideration <br /> 29 in the current equity discussions with the tax district. <br /> 30 Frank Clifton said that there can be a combination of countywide tax and user fees to <br /> 31 accommodate for the equity issue. <br /> 32 Commissioner Price said that there needs to be a look at the volume of the smaller <br /> 33 haulers and consider that they are providing a convenience service for residents who would <br /> 34 normally come the convenience centers anyway. <br /> 35 She said she is also ready to remove the franchise option off the table. <br /> 36 Commissioner Mckee said he supports taking the franchise agreement off the table. He <br /> 37 said that he feels the Board will have to move forward with discussion of the tax district or solid <br /> 38 waste authority. He said that it makes him uncomfortable to move forward without a discussion <br /> 39 with the three partnering municipalities. He said those discussions should not happen as an <br /> 40 afterthought and he feels these conversations should happen before decisions are made. He <br /> 41 noted that there will be an interim solution. <br /> 42 Commissioner Rich agreed with Commissioner McKee and said the conversations need <br /> 43 to be opened up to everyone before decisions are made. She said that there also needs to be <br /> 44 a fourth goal, to not use reserves for funding. <br /> 45 She feels that in the long run,the authority is the way to 0o, but there is a process to get <br /> 46 there and it took OWASA a number of years to get there. She said her suggestion would be to <br /> 47 start with a tax district and move to an authority down the road. She suggested that the current <br /> 48 rural district be kept. <br /> 49 Commissioner Gordon said that there should be goals and recycling should be <br /> 50 maximized. She said there is no information on how cost effective these plans are, and this <br />
