11 <br /> 1 twelve (12) private haulers may be displaced. Towns could opt in or opt out of a Franchise <br /> 2 Agreement. <br /> 3 Option 7 is the only option that would impact the County's General Fund Budget, by <br /> 4 financing recycling via the General Fund, and would possibly have impact on the funding <br /> 5 formula for Education, based on the 48.1% of the County's General Fund commitment to <br /> 6 Education. <br /> 7 Option 8 could eliminate rural curbside recycling, relying on Convenience Centers and <br /> 8 Drop-off sites. Urban and multifamily curbside recycling would be left up to the Towns. <br /> 9 <br /> 10 Michael Talbert reviewed the options in more detail below: <br /> 11 <br /> 12 Municipal Solid Waste& Recycling Funding Options: <br /> 13 1) Eliminate all 3-A Fees & Create a County-Wide Solid Waste Management Authority. <br /> 14 North Carolina General Statute's 153A-421 (Attachment 3) outlines how two or more units of <br /> 15 local government may create a regional solid waste management authority by adopting <br /> 10 substantially identical resolutions to that effect in accordance with the provisions of this Article. <br /> 17 The resolutions creating a regional solid waste management authorityandanyannmndnments <br /> 18 thereto are referred to in this Article as the"charter" of the regional solid waste management <br /> 19 authority. Units of local government which participate in the creation of a regional solid waste <br /> 20 management authority are referred to in this Article as "members". The purpose of a regional <br /> 21 solid waste management authority is to provide environmentally sound, cost effective <br /> 22 management of solid waste, including storage, collection, transporting, separation, processing, <br /> 23 ranyo|ing, and disposal of solid waste in order to protect the public hea(th, smfety, and welfare. <br /> 24 (The Basic 3-R Fee could remain in place as part of decisions an Authority might make in <br /> 25 determining revenue sources as services are ectended county-wide.) <br /> 26 <br /> 27 2) Keep only the Basic 3-R Fee in place and supplement recycling with the creation of a <br /> 28 County-Wide Solid Waste Tax Service District to serve unincorporated areas of the County. <br /> 29 Encourage the Towns to join the District, otherwise Urban and Multi-family curbside recycling <br /> 30 would be left up to the Towns. <br /> 31 <br /> 32 3) Eliminate all 3-A Fees including the Basic 3-R Fee & Create a County-Wide Solid <br /> 33 Waste Tax Service District, to serve unincorporated areas of the County. Allow the Towns the <br /> 34 option to join the District, otherwise Urban and Multi-family curbside recycling would be left up <br /> 35 to the Towns. The new Solid Waste Tax Service District would fund the operation all five (5) <br /> 36 Convenience Centers and recycling Drop-off Sites. <br /> 37 <br /> 38 4) Keep the Basic 3-R Fee and Create a Solid Waste Tax Service District for current <br /> 39 Rural Curbside Routes serving 13,730 households. Urban and Multifamily curbside recycling <br /> 40 would be left up to the Towns. A Solid Waste Tax Service District could be expanded to include <br /> 41 all of the unincorporated areas of Orange County. <br /> 42 <br /> 43 5) Keep only the Basic 3-R Fee in place and create a County-Wide Solid Waste <br /> 44 Franchise Agreement that could cover all Municipal Solid Waste (MSW) Collections and <br /> 45 Recycling in the unincorporated areas of Orange County. Municipalities within the County could <br /> 46 have the option to participate in the Franchise Agreement and negotiate a fee schedule that <br /> 47 differs from the fees established by the County. An anticipated time line is discussed above. <br /> 48 <br /> 49 6) Keep only the Basic 3-R Fee in place and create a County-Wide Recycling Franchise <br /> 50 Agreement that could cover all curbside recycling in the unincorporated areas of Orange <br />
