16 <br /> 5. All road improvements shall be constructed to NCDOT standards. <br /> Improvements proposed for Lawrence Road shall be constructed in Phase <br /> One. Improvements proposed for US 70A shall be constructed in Phase <br /> Two. The extension of Lori Drive shall be constructed from Dunston Way to <br /> Lannie Drive in Phase Three. <br /> 6. Stringent erosion control measures shall tie installed where soil is disturbed <br /> and maintained until project completion. <br /> 7. A stormwater management plan must be developed and approved by the <br /> Division of Water Quality before construction activities begin. <br /> 8. A minimum 25 foot riparian buffer zone should be maintained along any <br /> small streams or wetlands identified on the site. <br /> 9. Unavoidable impacts to any wetlands or streams on the sight must be <br /> coordinated with the US Army Corps of Engineers and NC Division of Water <br /> Quality. Mitigation might be required for impacts to these areas. <br /> 10. The developer shall notify Planning staff when construction is to <br /> commence. <br /> 11. The Special Use Permit will automatically expire within 12 months from the <br /> date of approval if the use has not commenced or construction has not <br /> commenced or proceeded unless a timely application for extension of this <br /> time limit is approved by the Board of County Commissioners as provided in <br /> 8.4.11 of the Orange County Zoning Ordinance. <br /> 12. If any condition of this Special Use Permit shall be held invalid or void, then <br /> this Special Use Permit shall be void in its entirety and of no effect. <br /> g:\plandev\pd398\app_su p.res\5-26-99Vd <br />
