5 46 <br /> J.L. Brown House and Deerfield Farm <br /> The J.L. Brown House and Deerfield Farm are 2-story houses that are <br /> indicative to this area. Both properties are located on NC 86 North. Staff <br /> has indicated that these sites are on the Inventory List, but are not a high <br /> priority. National Register status for Inventory List sites would not be <br /> pursued until all 40 of the top priority sites are listed on the National <br /> Registry. <br /> 2. The site has locational advantages given its location between NC 86 and <br /> NC 57, but very constrained access to the property. Access depends upon <br /> completion of a proposed Western By-Pass (Coleman Loop Extension), not <br /> upon the existing transportation network. <br /> Locational advantages are discussed in 1 a) above. Access does depend on <br /> construction of a portion of the Western Bypass. The portion of the bypass <br /> needed to provide access to NC 57 will be constructed in the near future to <br /> provide access to the school site that has been acquired by the Orange County <br /> School system. <br /> 3. The surrounding areas are not in transition from rural or low-density uses <br /> to urban uses. The adjoining Ten—Year Transition area has been <br /> designated since January 1985, yet no higher density development activity <br /> has occurred there. <br /> This issue is addressed in 1 b)above. <br /> 4. The property is located In an area of low population density relative to the <br /> overall Hillsborough Township population density. <br /> The overall population density for Hillsborough Township in 1990 was 430 <br /> persons per square mile. The population density of the census tract that most <br /> accurately represents the area in which the property is located was 406 persons <br /> per square mile, which is comparable to the Township density. See also 1 d) <br /> above. <br /> 5. The property Is located next to a National Register-eligible working <br /> farmstead. The cemetery located on or near the property has potential <br /> historic significance. <br /> The property owner for Phelps Farm is not seeking National Register status. An <br /> historic Quaker Cemetery is located adjacent to, but not on the property, and <br /> would not be impacted by development.
