22 <br /> STATEMENT OF CHANGED OR CHANGING CONDITIONS WHICH MADE <br /> THE PROPOSED AMENDMENT REASONABLY NECESSARY <br /> 1. Several new water supply watersheds, including the Lower Eno, were recognized <br /> in 1993 for protection in accordance with the State's Watershed Protection Act of <br /> 1989. The area included in the proposed amendment is now located in the only <br /> Orange County portion of the Neuse River Basin that is not in a water supply <br /> watershed. <br /> 2. The development of an elementary school in the proposed location will affect land <br /> use patterns in the immediate area. Residential development in close proximity to <br /> school sites is desirable to minimize traffic and to provide opportunities for <br /> pedestrian and bike access. <br /> 3. The proximity to the proposed alignment to the western bypass and two major <br /> arterial roads as shown on the Hillsborough Transportation Plan adopted in 1997 <br /> will minimize traffic impact on existing local streets. <br />
