1 Manuals, subject to all Site Plan requirements contained within Article 14 of the Zoning <br /> 2 Ordinance, EDD Manual requirements, permits and approval processes as applicable. <br /> 3 <br /> 4 Application: <br /> 5 Sites will be ranked in accordance with the following hierarchy: A site that is located within the <br /> 6 Orange County Planning jurisdiction, excluding the Rural Buffer portion of the Joint Planning <br /> 7 Area and excluding the Transition area, will be ranked the highest followed respectively by sites <br /> 8 located in the Rural Buffer, Transition, ETJ, with those sites located within a municipality ranked <br /> 9 the lowest. <br /> 10 <br /> 11 Weighting Factors: <br /> 12 <br /> 13 Importance: <br /> 14 G Important <br /> 15 <br /> 16 Value: <br /> 17 • 5 <br /> 18 <br /> 19 Commissioner Carey made reference to increasing the value of the previous criterion to 10 <br /> 20 and said that he shares the same feelings about managing the wash down waste, but <br /> 21 increasing the value to 10 means that the sites with the highest scores are going to have to be <br /> 22 somewhere either in or close to the transition areas or areas that are likely to have a lot of <br /> 23 development because of public utilities. This seems to be incompatible with some of the other <br /> 24 things that.the County is trying to accomplish such as taking the use away from people. <br /> 25 Commissioner Foushee asked if this criterion could be considered the same way as the rail <br /> 26 access. When the overlay is being done, if a site is closer to public utilities, then it could be <br /> 27 considered after the final tally has been done. <br /> 28 Chair Jacobs agreed. <br /> 29 Commissioner Gordon suggested seeing what the public has to say about this. <br /> 30 <br /> 31 12. CARBON FOOTPRINT <br /> 32 <br /> 33 Consideration: Refuse trucks provide an invaluable service, improving the quality of life as <br /> 34 they haul away thousands of pounds of garbage every day. However, the refuse <br /> 35 trucks also contribute to air and noise pollution. Nearly 99 percent of these <br /> 36 vehicles run on diesel fuel, and the emissions from these diesel engines contain <br /> 37 particulate matter, hydrocarbons, carbon monoxide, and nitrogen oxides. <br /> 38 <br /> 39 Definition: Impact of waste hauling activities on the environment measured in terms of <br /> 40 the greenhouse gas (measured in units of carbon dioxide) emissions. <br /> 41 <br /> 42 Application: <br /> 43 <br /> 44 The site with the lowest environmental impact will be ranked the highest. Environmental impact <br /> 45 will be assessed on the basis of carbon dioxide emissions (megagrams per year) from collection <br /> 11 <br />
