2 <br />It should be noted this amendment does not alter existing development standards associated <br />with the Watershed Protection Overlay Districts (i.e. impervious surface limits). Further work <br />may be authorized by the BOCC to complete a comprehensive review of existing limits in the <br />future. <br />Please refer to Section(s) B.1 and 2 of Attachment 2 for additional information <br />Procedural Information: In accordance with Section 2.8.8 of the Unified Development <br />Ordinance, any evidence not presented at the public hearing must be submitted in writing prior <br />to the Planning Board's recommendation. Additional oral evidence may be considered by the <br />Planning Board only if it is for the purpose of presenting information also submitted in writing. <br />The public hearing is held open to a date certain for the purpose of the BOCC receiving the <br />Planning Board's recommendation and any submitted written comments. <br />The only written comments received were from the Orange Water & Sewer Authority (OWASA) <br />and are contained within Attachment 4. <br />Planning Director's Recommendation: The Planning Director recommends approval of the <br />proposed UDO amendments based on the following: <br />The UDO amendments are reasonably necessary to promote the public health, safety, <br />and general welfare and to achieve the purposes of the adopted 2030 Comprehensive <br />Plan or part thereof; and, <br />ii. The UDO amendments are consistent with the goals and policies of the adopted 2030 <br />Comprehensive Plan. <br />Planning Board Recommendation: At its April 3, 2013 regular meeting, the Board voted <br />unanimously to recommend approval of the amendment package as contained within <br />Attachment 3. Minutes from the April 3, 2013 meeting are contained within Attachment 7. <br />For additional information please refer to Section C.2 (a) in Attachment 2. <br />FINANCIAL IMPACT: See Section C.3 in Attachment 2. <br />RECOMMENDATION: The Manager recommends the Board: <br />1. Receive the Planning Board's recommendation; <br />2. Close the public hearing; and <br />3. Decide accordingly and /or adopt the ordinance contained in Attachment 3 which <br />authorizes the text amendments. <br />
