Fikes, 919 - 245 -2490 <br />Resolution Authorizing a Program <br />Amendment to the Orange County <br />FY 2010 Scattered Site Housing <br />Rehabilitation Community <br />Development Block Grant and the <br />FY 2011 Economic Recovery Grant <br />PURPOSE: To receive public comments regarding a proposed amendment to the County's FY <br />2010 Housing Rehabilitation Community Development Block Grant (CDBG) for the Scattered <br />Site Housing Rehabilitation Program and the Economic Recovery CDBG Program and approve <br />a resolution authorizing submission of the formal amendment document. <br />BACKGROUND: Orange County was officially awarded a $400,000 CDBG Grant for a <br />Scattered Site Housing Rehabilitation Program (SSHR) and a $500,000 Economic Recovery <br />CDBG Grant from the N.C. Department of Commerce in April 2011. Funds from the Scattered <br />Site Housing Rehabilitation Program provide funding for the rehabilitation program to repair <br />approximately seven (7) deteriorated dwelling units. Funds from the Economic Recovery Grant <br />provide funding for nine (9) deteriorated dwelling units. <br />At this time in grant implementation in the Scattered Site Program, staff proposes to move one <br />house from the Scattered Site Program (SSP) to the Economic Recovery (ERP) Program and <br />add one new unit in its place. Also, this amendment removes the original plan of demolishing <br />and reconstructing a house and adds two new units — one from the Scattered Site Housing <br />Rehabilitation Program and a new unit from the local waiting list. Two spreadsheets are <br />attached outlining these changes. The HOME Program Council, which serves as the CDBG <br />Housing Selection Committee, reviewed these proposed changes and recommended approval <br />on March 5, 2013. This has also been discussed with the State CDBG officials who have no <br />objection to the proposed changes. <br />In order to receive this funding, the County must conduct a public hearing to receive public <br />comments prior to submission of the amendment to the N. C. Department of Commerce. All <br />comments received will be included in the amendment documentation. <br />FINANCIAL IMPACT: No financial impact is anticipated. <br />
