2. Identify specific long -term and short -term community development objectives <br />(including economic development activities that create jobs), developed in <br />accordance with the statutory goals described in section 24 CFR 91.1 and the <br />primary objective of the CDBG program to provide decent housing and a suitable <br />living environment and expand economic opportunities, principally for low- and <br />moderate - income persons. <br />Town of Chapel Hill Response: <br />Goal 4 - Increase Caoacitv and Scone of Public Services <br />Priority 4.1 - Increase capacity and expand the scope of Public Services in order to reach out to more low- to <br />moderate - income residents. <br />Strategies: <br />- Strengthen partnerships with non - profits and other related associations (community <br />building, education, family services, etc.) <br />- Promote public services opportunities for area low- income residents <br />- Build community capacity and better coordinate services through the regular dissemination <br />of information. Examples may include Community Development Day workshops, self -help <br />workshops, activity updates, etc. <br />- Continue to work with area Chambers of Commerce and others to promote the economic <br />development of the community <br />Output Indicators: <br />- The plan includes funding for seven public services to activities that serve low -mod income <br />residents. <br />Antipoverty Strategy <br />1. Describe the actions that will take place during the next year to reduce the <br />number of poverty level families. <br />Orange County HOME Consortium Response: <br />The 2006 -2008 American Community Survey Census data reported that 15,318 <br />people in Orange County (14.2 %) had incomes below the poverty level —an increase <br />of 3,576 people since 1990. Based on 2000 Census data, approximately 6.2% of <br />families and 14.1% of the total population in Orange County fell below the poverty <br />line. Of all children under the age of 18, 9.0% lived in poverty while 7.4% of all <br />County residents aged 65 or greater had income below the poverty level. Families <br />living below the poverty level were more common in Chapel Hill and Hillsborough, <br />but Carrboro showed a significantly higher percentage of individuals in poverty <br />compared with all other Orange County municipalities. <br />In addition to housing problems, persons living in poverty often have other social <br />service needs. Many of them lack the basic skills necessary to obtain and hold decent <br />jobs. Some of them are single mothers who need affordable childcare while they <br />seek or maintain jobs. Others need treatment for medical or substance abuse <br />problems. Many of those living below the poverty level are children who would <br />benefit from special programs to address their educational, recreational and self - <br />esteem issues. The sheer number and variety of problems faced by people living in <br />poverty often have a tendency to overwhelm even the most capable and determined <br />people, creating a phenomenon of cyclical, generational poverty. <br />V::::Y 20.1.3. 20.1.4 Action Ilan 51 <br />
