Community Development <br />1. Identify the jurisdiction's priority non - housing community development needs <br />eligible for assistance by CDBG eligibility category specified in the Community <br />Development Needs Table (formerly Table 2B), public facilities, public <br />improvements, public services and economic development. <br />Town of Chapel Hill Response: <br />The Town of Chapel Hill employs a comprehensive strategy to community <br />development, recognizing that simultaneous investments in housing, facilities, <br />infrastructure, and services are necessary in order to truly improve the living <br />environment for low- and moderate - income residents. Therefore, the housing and <br />homelessness strategies previously discussed in this Consolidated Plan do not stand <br />alone. Those programs are complimented by existing public facilities and public <br />services initiatives. Continued investment in each of these areas will ensure a vital <br />and comprehensive strategy for serving low- and moderate - income residents for <br />years to come. <br />A. Public Services <br />Public transportation, health services, and employment training are all <br />important facets of Chapel Hill's efforts to provide outstanding services, <br />particularly to its low- and moderate - income residents. <br />a. Status of Existing Services <br />Public Transportation <br />Chapel Hill Transit provides fare -free public transportation service <br />throughout the Chapel Hill, Carrboro, and UNC community. Working <br />together with Orange Public Transportation and the Triangle Transit <br />Authority, Chapel Hill Transit plays an invaluable role in the <br />comprehensive regional transportation network. Though options in <br />addition to general public bus service are available to residents <br />throughout the County, residents outside the more urban areas of <br />Chapel Hill, Carrboro, and Hillsborough are generally underserved. <br />Health Services <br />Orange County residents are offered health services to include clinical <br />dental services for adults and children, nutrition counseling, tobacco <br />prevention, preventive health, immunizations, family planning, <br />maternity care, and primary care provided through County- operated <br />facilities. <br />Employment Training <br />The Regional Partnership Workforce Development Board provides a <br />JobLink Career Center in Chapel Hill, serving as a one -stop service <br />center for job seekers and employers. The JobLink center provides <br />Y 2013 -2014 Action Plan 46 <br />
