Orange County HOME Consortium Response: <br />Key activities of the Chapel Hill Department of Housing are: <br />Administration <br />1. To manage the public housing apartments in accordance with the HUD <br />guidelines and policies of the Town of Chapel Hill. <br />2. To provide staff support to the Public Housing Advisory Board. <br />3. To administer the Housing Capital Fund. <br />Resident Services <br />1. To recertify eligibility for public housing tenancy every 12 months. <br />2. To continue to provide financial and homeownership training opportunities for <br />participants in the Transitional Housing Program. <br />Maintenance <br />1. To maintain the public housing apartments in a decent, safe, and sanitary <br />condition. <br />2. To continue to refurbish public housing apartments. <br />3. To complete preventative maintenance, safety inspections, and repairs in all <br />336 housing units. <br />2. If the public housing agency is designated as "troubled" by HUD or otherwise is <br />performing poorly, the jurisdiction shall describe the manner in which it will <br />provide financial or other assistance in improving its operations to remove such <br />designation during the next year. <br />Orange County HOME Consortium Response: <br />This is not applicable as there are not troubled agencies within Orange County or any <br />of its municipalities. <br />Barriers to Affordable Housing <br />1. Describe the actions that will take place during the next year to remove barriers <br />to affordable housing. <br />Orange County HOME Consortium Response: <br />To address the Impact Fee, the Orange County Board of Commissioners adopted an <br />impact fee reimbursement policy, which provides funds to nonprofit housing <br />developers constructing rental and owner - occupied housing. This enables non - profits <br />to pay these fees without passing the costs on to the prospective renters or <br />homebuyers. With this reimbursement, the Board works to alleviate barriers to <br />affordable housing. <br />Strategies have been designed to help eliminate or reduce the impact of the <br />identified barriers. The following recommendations included in the AI promote fair <br />housing for the Orange County Consortium: <br />Increase the educational opportunities and provide training relating to Fair <br />Housing through workshops, forums and presentations <br />Target specific protected groups for fair housing information <br />Continue to consult with local lending institutions <br />Y 2013 -2014 Action Plan 34 <br />
