Jess Brandes, Projects Coordinator for CASA, said that CASA is requesting <br />funds to further their efforts to provide affordable rental housing and in <br />specific their Supportive Housing Program in Chapel Hill which pairs tenants <br />who are homeless or at risk of being homeless with a safe, quality, affordable <br />apartment. The Supportive Housing Program currently serves 23 households <br />in Chapel Hill and aims to keep these tenants permanently housed. <br />16. Anita Badrock, the Operations Manager at the Community Home Trust, stated <br />that the Community Home Trust is in need of funds to make homes affordable <br />to new buyers, for the resale of existing homes, for support of existing <br />homes, and for operational support. Anita also noted that the Community <br />Home Trust is requesting the same amount of funds as they have since 2008, <br />and this year they will be forced to finance homes from their reserve <br />accounts; she stated that these practices are not sustainable for the long- <br />term, and the Community Home Trust staff is looking forward to the <br />upcoming Work Session with the Council to discuss these issues in more <br />detail. <br />17. Rob Reda, representing Habitat for Humanity, which provides housing for low - <br />income individuals in the community, presented Habitat for Humanity's <br />request for $300,000 in HOME funds to support the building of 15 homes, <br />eight of which will be in Chapel Hill. He also requested that affordable housing <br />be a high -level priority in the budget for the coming year. <br />18. Laura Moore, a representative of the Habitat for Humanity Board of Directors, <br />is requesting HOME funds to build the remaining seven houses in the Phoenix <br />Place neighborhood. Phoenix Place neighborhood has provided safe, <br />affordable housing for 50 low- income households. She also requested that <br />affordable housing be a priority in the Town's budget for the coming year. <br />19. Riri Way, a resident of Phoenix Place, spoke in support of Habitat for <br />Humanity's request. She said that her parents purchased their home through <br />Habitat for Humanity, and she expressed her support for the allocation of <br />HOME funds to Habitat for Humanity. <br />20. Jennifer Prater, another resident of Phoenix Place, related her story of <br />acquiring home ownership through a Habitat home. She encouraged the Town <br />to support affordable housing as a priority in the budget. <br />21. Barbara Redman, a homeowner in Phoenix Place, also spoke in support of <br />funding for Habitat for Humanity and encouraged the Town to add affordable <br />housing as a line -item in the budget. <br />22. Delores Bailey, Executive Director for EmPOWERment, Inc., is requesting <br />CDBG funds for its Career Explorers program that provides structured <br />summer employment opportunities for low- income youth in Orange County. <br />EmPOWERment, Inc. is also requesting HOME funding for purchasing <br />affordable housing units and increasing their inventory of affordable units at <br />all levels. <br />Y 2013 -2014 Action Plan 28 <br />
