Identify the lead agency, entity, and agencies responsible for administering <br />programs covered by the consolidated plan. <br />Orange County HOME Consortium Response: <br />The Orange County Consortium is made up of several local government entities. <br />These entities have various responsibilities for administering programs and activities <br />through a variety of departments as described below. <br />Orange County is responsible for administration of the Section 8 program for the <br />County, the CDBG Small Cities program and serves as the lead agency for the <br />Orange County HOME Consortium. <br />The Town of Chapel Hill is the administrator of the Town's CDBG entitlement <br />program. The Town also conducts long -range planning and policy design for housing <br />Y 2013 -2014 Action Plan 24 <br />
