Knolls neighborhoods and other neighborhoods around the University. Funds <br />would be used to pay a portion of the salaries of a code enforcement officer and <br />administrative clerk, a senior planner position, and the Planning Department's <br />Office Manager to assist with grant compliance. We note that additional staff <br />resources for enforcement are a priority identified by the Northside and Pine <br />Knolls Community Plan. <br />4. Public Service Activities - $64,900 <br />The use of funds for public services that benefits households earning less than <br />80% of the area median income is eligible under federal Community <br />Development regulations. Examples of public service activities include programs <br />focusing on employment, crime prevention, child care, health, drug abuse, <br />education, fair housing counseling, energy conservation, homebuyer down <br />payment assistance or recreational needs. The amount of Community <br />Development funds used for public services is based on 15% of the Town's <br />Community Development grant and program income received in fiscal year 2012- <br />2013. We estimate this amount to be $64,900 for 2013 -2014. <br />We recommend that the Council allocate funds for eight community service <br />programs. The information provided below includes the amount of funds each <br />agency requested, its 2012 -2013 allocation, and the preliminary staff <br />recommendation. <br />Specifically, funds would be allocated for eight community service programs: <br />• Chapel Hill Police Department Youth Employment Program: $22,900 <br />The Youth Employment Program provides job skills training, employment <br />experience, and economic opportunities to Chapel Hill youth aged 14 -18 <br />whose families earn less than 80% of the area median income, with the <br />majority being from households earning less than 30% of the area median <br />income. Many of the participants serve as interns in Town departments. Last <br />summer, there were thirty participants in the program, and this year, the <br />Police Department proposes enrolling the same number. <br />The Council has allocated Community Development funds to the Police <br />Department to support this program since 1994. Based on our monitoring of <br />the program, it has continued to be a highly successful program and has <br />successful met its goals by providing valuable work experience for the <br />participants. <br />Housing for New Hope: $6,500 <br />The Homeless Outreach and Housing Support Program assists those <br />experiencing homelessness and the chronically homeless to improve their <br />lives through obtaining and maintaining permanent housing and supportive <br />services. Funding would be used to pay a portion of the salary for a Homeless <br />Outreach worker. <br />The Council has allocated Community Development funds to Housing for New <br />Hope since 2008 to support its homeless outreach efforts. As of March 2013, <br />Housing for New Hope has used the Town's 2012 -2013 allocation to provide <br />Y 2013 -2014 Action Plan 10 <br />
