Theresa Merritt - Watson, Executive Director of the Young People Institute, <br />requested $30,000 for their Applied Skill Training program, which trains at- <br />risk high school students and provides them with outsourced work from <br />business leaders in the community. <br />Staff Comment:. The approved plan does not include funding for this project. Due <br />to limited funds for public service activities funding was allocated to agencies with <br />a strong track record. <br />SUMMARY <br />The Town of Chapel Hill expects to receive $390,152 of entitlement grant funding <br />from the U. S. Department of Housing and Urban Development (HUD); this <br />represents the expected 5% decrease in allocation from FY2012 -2013. We also <br />propose to budget $28,541 of program income received from the repayment of <br />affordable housing related loans and $44,498 of reallocated funds from completed <br />activities. Therefore, we present a recommended budget of $463,191. <br />Recommended Plan <br />The Chapel Hill Town Council approved the following activities for the 2013 -2014 <br />Community Development program: <br />1. Town of Chanel Hill - Renovation of Public Housing: $165,000 <br />The Council budgeted $165,000 to perform comprehensive renovations at 12 of <br />the 30 apartments at the Oakwood public housing neighborhood. Renovation <br />work on the apartments at the Oakwood neighborhood would include <br />replacement of tubs; lavatories, sinks, shower pan and head; abatement of <br />asbestos; installation of ceramic tile floors in baths; replacement of existing <br />outlets with GFI outlets; upgrade of electrical services; replacement of water and <br />sewer lines; installation of new washer and dryer hook -ups; replacement of wall <br />and base cabinets and countertops to include new range hoods and sinks; <br />installation of new furnaces including air conditioning and water heaters; and <br />replacement of interior and exterior doors; and site improvements. <br />2. Community Home Trust - Homebuver Assistance: $20,941 <br />The Council allocated $20,941 to the Community Home Trust for its Homebuyer <br />Assistance Program to assist low- income buyers to purchase Community Home <br />Trust homes in Chapel Hill. The majority of funds will be used at the 140 West <br />development. The Council also reserved $20,000 from the Affordable Housing <br />Fund to fulfill this request. <br />3. Town of Chanel Hill - Code Enforcement: $S6,S00 <br />The Council approved use Community Development funds to support grant <br />compliance and the increased enforcement efforts in the Northside and Pine <br />Y 2013 -2014 Action Plan 9 <br />
