Community Home Trust staff is looking forward to the upcoming Work Session <br />with the Council to discuss these issues in more detail. <br />Staff Comment: The approved Plans include allocating $20,941 of Community <br />Development funds and $80,000 of HOME Program funds. We also recommend <br />allocating $20,000 from the Town of Chapel Hill's Affordable Housing Fund to the <br />organization to fulfill its request. <br />5. Rob Reda, representing Habitat for Humanity, which provides housing for low - <br />income individuals in the community, requested $300,000 in HOME funds to <br />support the building of 15 homes, 8 of which will be in Chapel Hill. He also <br />requested that affordable housing be a high -level priority in the Town's <br />budget for the coming year. <br />6. Laura Moore, representing Habitat for Humanity Board of Directors, requested <br />funds for construction expenses for its Phoenix Place development located in <br />the Rogers Road community. Habitat for Humanity plans to build the <br />remaining seven houses in the Phoenix Place neighborhood with these funds. <br />7. Riri Way, a resident of Phoenix Place, spoke in support of Habitat for <br />Humanity's request. She expressed her support for the allocation of HOME <br />funds to Habitat for Humanity. <br />S. Jennifer Prater, a resident of Phoenix Place, related her story of acquiring <br />home ownership through a Habitat home. She encouraged the Town to <br />support affordable housing as a priority in the budget. <br />9. Barbara Redman, a resident of Phoenix Place, also spoke in support of funding <br />for Habitat for Humanity and encouraged the Town to add affordable housing <br />as a line -item in the budget. <br />Staff Comment: The approved HOME Program plan includes $300,000 for <br />Habitat for Humanity's second mortgage program for homebuyers in Rusch <br />Hollow, Phoenix Place, Fairview, and Tinnin Woods communities. <br />10. Delores Bailey, Executive Director of EmPOWERment, Inc., requested CDBG <br />funds for its Career Explorers program. EmPOWERment, Inc. is also <br />requesting HOME funding for purchasing affordable housing units and <br />increasing their inventory of affordable units at all levels. <br />Staff Comment: The approved Plans include allocating $3,000 of Community <br />Development funds for EmPOWERment's Career Explorers Program and $178,159 <br />of HOME Program funds for property acquisition and renovations. <br />11. Hudson Vaughn, representing the Marian Cheek Jackson Center for Making <br />and Saving History, said that his organization has met or is on track to meet <br />the goals and measurements prioritized by the Town. The Jackson Center <br />requested $35,000 to continue support for their services. They are not asking <br />for more than their allotted CDBG funds, but a way for the Town to use <br />Affordable Housing Funds to meet the rest of the $35,000 for their initiatives. <br />Staff Comment: The approved Community Development Plan includes allocating <br />$11,000 for the Marian Cheek Jackson Center's "Mobilizing Community <br />FY 2013 -2014 Action Plan 8 <br />
