72 <br /> PLANNING FRAMEWORK AND APPLICATION <br /> The structure of the Plan's framework begins with the <br /> organizing concepts - policy statements around which the Land <br /> Use Plan for Chapel Hill Township north of the Joint Planning <br /> Area is constructed. These concepts state a general consensus <br /> as to what are the desirable patterns of growth for the area. <br /> Because Of the region's close interrelationship with <br /> surrounding townships, some of 'the policy statements for the <br /> region will mirror those of Hillsborough Township, Eno <br /> Township, and the Joint Planning Area. other variables <br /> represented d velpmen enironmental tpoly ttg patterns of otv constraints, and . the <br /> stated desires of area residents. <br /> The second component of the framework consists of future <br /> projections for population, housing stock, - and land <br /> requirements. These projections are not a comment on the <br /> desirability of expected growth. They merely indicate the <br /> amount of growth expected based on historical trends. <br /> The organizing concepts and projections are then used to <br /> create allocation guidelines. Criteria are established which <br /> distribute land into Land use Plan categories initially <br /> defined' in the body of the Land Use element of the Orange <br /> County Comprehensive Plan. Distribution is reflected in both <br /> text and map form. <br /> Oraanizina gRpAepts <br /> The following policy statements represent the organizing <br /> concepts ar oun d which the Land Use Pla for Chapel Hi 11 <br /> Township north of the Joint Planning Area is constructed. <br /> 1. The rural residential character of the, area should be <br /> maintained and be the predominant land use. <br /> 2 . Duke Forest tracts, . which are a valuable research and <br /> teaching facility and are available for public use, should <br /> be protected from adverse development pressures. <br /> 3. The existing open space system in Chapel Hill Township, <br /> including the area north of the Joint Planning Areal which <br /> includes Duke Forest and existing agricultural and forest <br /> lands, should be protected from intrusion by incompatible <br /> land uses. <br /> 4. Rural lands currently existing between the Chapel <br /> Hill/Carrboro urban area and Hillsborough should be IW <br /> preserved and maintained. <br /> 6 <br />
