- OrganizinQ Concepts The following Township policy statements represent the organizing concepts around which the Land Use Plan for Cheeks Township has been constructed: 1) The .Towns ' of Mebane and Hillsborough extra- territorial planning jurisdictions are the designated Ten Year Transition Areas for immediate and near future residential development at urban densities. 2) The community of Efland,, though unincorporated,, is considered to be urban in character and is designated Ten Year Transition for immediate and near future residential development at urban densities. 3) Residential development at urban densities will occur much later in the development pattern in the area north of US 70 and north of the Town of Mebane's extra-territorial planning jurisdiction. Such development i*s also likely to occur along the US 70 corridor extending both east and west from Efland. 4) The remainder of the study area is considered appropriate for low density rural residential development. 5) The areas in the immediate vicinities of Efland, the 1-85/Buckhorn Road interchange and the US 70/Buckhorn Road intersection are suitable for commercial and industrial uses. These areas are referenced as the Efland Center (CK-1) Miles South (CK-3) and Miles North (CK-2) Commercial Industrial Transition activity nodes. 6) Duke Forest, undeveloped county-owngd._ lands in tb_e Seven Mile Creek drainage basin.- and the Mo=efAelds Estate are considered public interest areas. 7) The portion of the Upper Eno Watershed in the study area, including, but not limited to, McGowan Creek, Lake Ben Johnson and Seven Mile Creek subbasins, is designated as a protected water supply watershed providing public water supplies to Hillsborough and the Efland-Mebane area. 8) The portion of the Back Creek Watershed in the study area, including, but not limited to, Back Creek and Mill Creek, is designated as A protected. water supply watershed providincr Rublic water 3. 8-9
