' 1
ORANGE COUNTY
BOARD OF COMMISSIONERS
Action Agenda
Item No. g_
ACTION AGENDA ITEM ABSTRACT
Meeting Date: January 19, 1999
SUBJECT: Housing Rehabilatation Contract Award
DEPARTMENT: Housing and Community Development PUBLIC HEARING: (Y/N) "
BUDGET AMENDMENT: (Y/N)
ATTACHMENT(S): INFORMATION CONTACT:
Bid Results Tara L. Fikes
Work Specifications TELEPHONE NUMBERS: - -eat. 2490
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 227-2031
PURPOSE:
To award one housing rehabilitation contract for the CDBG Housing Rehabilitation Program.
BACKGROUND:
The Housing and Community Development Department solicited bids from qualified housing
rehabilitation contractors participating in the County's Housing Rehabilitation Program. For the
English property, sealed bids were solicited from participating contractors on December 3, 1998 and
January 7, 1999. One bid was received and opened on this day. The informal bidding process is
governed by the North Carolina General Statues §143-131 and does not require a minimum number
of bids. Bid results are attached. Present program procedures provide that housing rehabilitation
contracts be awarded to the lowest responsible bidder.
In June 1998, a housing rehabilitation contract for this house was awarded to MDH Construction
Company for $37,140. However, since that time the contractor indicated that due to delays with
other jobs, he will not be able to perform this job. Thus, in the interest of timely program
implementation, new bids were solicited for the English property.
The one bidder for this job was James W. Thames of Thames Construction Company located in
Durham, NC. He is not related to the County Engineer, Paul Thames.
RECOMMENDATION(S):
The Manager recommends awarding the following housing rehabilitation contracts:
Dwelling Unit Bid Amount Contractor
English - 205 Efland Ave. $26,925 Thames Construction Co
