This the 19th day of February, 2013. <br /> A motion was made by Commissioner McKee seconded by Commissioner Pelissier to <br /> approve a resolution officially acknowledging February 26, 2013 as "Spay Neuter Day" in <br /> Orange County and to receive an update about the County's Community Spay and Neuter <br /> Program and authorize the Chair to sign. <br /> VOTE: UNANIMOUS <br /> 5. Consent Agenda <br /> • Removal of Any Items from Consent Agenda <br /> Commissioner Price asked to remove Item 5-a in order to acknowledge the retreat <br /> minutes. <br /> • Approval of Remaining Consent Agenda <br /> A motion was made by Commissioner Rich seconded by Commissioner Dorosin to <br /> approve the remaining items on the consent agenda as stated below: <br /> VOTE: UNANIMOUS <br /> a. Minutes <br /> This item was removed and placed at the end of the consent agenda for separate <br /> consideration. <br /> b. Motor Vehicle Property Tax Release/Refunds <br /> The Board adopted a resolution, which is incorporated by reference, to release motor vehicle <br /> property tax values for thirty (30) taxpayers with a total of thirty-three (33) bills that will result in <br /> a reduction of revenue in accordance with NCGS. <br /> c. Property Tax Releases/Refunds <br /> The Board adopted a resolution, which is incorporated by reference, to release property tax <br /> values for six (6) taxpayers with a total of (12) twelve bills that will result in a reduction of <br /> revenue in accordance with North Carolina General Statute 105-381. <br /> d. Resolution Creating a Special Board of Equalization and Review <br /> The Board adopted a resolution, which is incorporated by reference, providing for the <br /> establishment of a special Board of Equalization and Review to carry out the statutory <br /> responsibilities of ensuring that tax lists and tax records comply with the provisions of the North <br /> Carolina Machinery Act, and to delegate certain authorities to the Assessor (Note: Board of <br /> Commissioners approval of similar resolutions occurs on a regular basis in Orange County and <br /> across the State.) and authorized the Chair to sign. <br /> e. Fiscal Year 2012-13 Budget Amendment#7 <br /> The Board approved budget, grant, and capital project ordinance amendments for fiscal year <br /> 2012-13 for: Social Services, Library, Health Department, Department of Social <br /> Services/Housing, Human Rights and Community Development, and Orange County Schools <br /> Capital Project Ordinances. <br /> f. Letter of Support for Durham County's Recreational Trails Grant Application <br /> The Board approved submission of a letter of support for Durham County's application for a <br /> grant from the North Carolina Recreational Trails Program for construction of facilities at the <br /> planned Hollow Rock Access Area and authorized the Chair to sign. <br />
