Commissioner McKee seconded this substitute motion. <br /> John Roberts said the rules of procedure don't recognize substitute motions and <br /> require there to be only one substantive motion at a time. He said this is a hostile motion to <br /> amend the original motion and since it has been seconded, it needs to be voted on.
