History of Education School District <br />Funding by Source <br />INFORMATION CONTACT: <br />Frank Clifton, 919 - 245 -2300 <br />Clarence Grier, 919 - 245 -2453 <br />1 <br />PURPOSE: To provide an overview and analysis of the two decade funding data for the local <br />school districts, and to provide additional analysis and information in regards to Orange <br />County's the 48.1% General Fund education funding target implemented in FY2000. <br />BACKGROUND: During FY1999 -2000, representatives of the Orange County Board of <br />Commissioners, the Chapel Hill - Carrboro Board of Education and the Orange County Board of <br />Education met to discuss school funding options. It was the goal of all of the governing bodies <br />that met that public education in Orange County is adequately funded each year, and annually <br />funded at levels that rank at or near the highest in North Carolina. <br />After meeting of a joint task force during the FY2000, the Board of County Commissioners <br />decided to begin a process and establish a funding target for the FY2000 -2001 for education <br />funding provided for both public school districts within the county. The Board of County <br />Commissioners endorsed a target funding rate of 48.1% of the County's General Fund budget <br />for annual education spending on both districts based on the most recent five -year average for <br />school funding provided to both school districts. <br />Additional information in regards to the funding provided to both school districts since FY1990: <br />• The average funding provided by the County has averaged 46.65 % since FY 1990. <br />• The average funding provided by the County has averaged 48.18 % since FY 2000. <br />
