Attachment C 12 <br />• Require each LEA to develop and operate an anonymous tip line to receive information on internal and <br />external risks to school buildings and school - related activities. <br />• Require a school safety component as part of school improvement plans and require the superintendent to <br />review the school safety components of the plan and make written recommendations on the plan to the LEA, <br />• Allow specifically qualified individuals to act as volunteer School Resource Officers as approved by local law <br />enforcement. <br />The bill will now to go the house Appropriations Committee. <br />SENATE BILL 337 <br />Senator Jerry Tillman's bill to establish an independent charter school oversight body and make other changes <br />to charter school laws passed the Senate Finance Committee last week with no changes. SB 337- NC Public <br />Charter School Board, is expected to be heard on the Senate floor this week. <br />SENATE BUDGET DELAY <br />Senator Pete Brunstetter (R- Forsyth), the Senate's senior budget chairman, said last week to WRAL in Raleigh <br />that budget subcommittees are still weeks away from beginning their work on spending plans. Sen. Brunstetter <br />was quoted as giving an early to mid -May timeframe. This <br />bill is sponsored by Reps. Mike Hager (R- Rutherford), Jon Hardister (R- Guilford), Linda Johnson (R- <br />Cabarrus), and Edgar Starnes (R- Caldwell). <br />Please also continue to contact your members in opposition to Senate Bill 674- Prohibit Costly Local <br />Goveriuilent Litigation, which would abolish statutory procedures by which local school boards can contest the <br />sufficiency of county conuriissions' local appropriations for public school operating and capital expenses. This <br />bill has the potential to significantly alter the balance between school boards and county commissions. While <br />historically, funding disputes typically do not reach the point of mediation and trial, the very threat of such <br />incentivizes resolution of funding disputes. The bill also raises the question of how local boards of education <br />will fulfill the obligation to provide an opportunity for a sound, basic education.
