1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: April 23, 2013 <br /> Action Agenda <br /> Item No. 5-e <br /> SUBJECT: Bid Award — One (1) Commercial Recycling Truck for Recycling Operations <br /> DEPARTMENT: Finance & Administrative PUBLIC HEARING: (Y/N) No <br /> Services (Purchasing) and <br /> Solid Waste Management <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Gayle Wilson, (919) 968-2885 <br /> H-GAC Contract Michael Talbert, (919) 245-2308 <br /> David Cannell, (919) 245-2651 <br /> PURPOSE: To consider awarding a bid for the purchase of a new Side Loading Recycling truck <br /> from G-S Products. <br /> BACKGROUND: The purchase of a Side Loading Recycling Truck with compaction will replace <br /> an existing 2003 Recycling collection vehicle with no compaction capability, has over 90,000 miles <br /> and is in very poor operational condition. Replacing the existing collection vehicle will lower <br /> maintenance costs and the compacting body will allow the County to realize the full potential of <br /> collecting single stream material by creating more efficient collection. Based on the Board's <br /> recent reaffirmation of the County's commitment to recycling, the need for this new truck remains <br /> regardless of the County's pending decisions relative to solid waste and recycling funding and <br /> operations. <br /> This vehicle will primarily be used to collect commercial single stream recycling for businesses, <br /> serve as a backup for multi-family collection and will also help support the single stream recycling <br /> collection at both the County and Chapel Hill Carrboro City Schools. The truck has semi- <br /> automated dual cart tippers on each side which most efficiently services the clustered array of roll <br /> carts used by businesses, particularly those in constrained areas. <br /> North Carolina General Statute (NCGS) 143-129(e)(3) allows local governments to make <br /> purchases through a competitive bidding group purchasing program, which is a formally organized <br /> program that offers competitively obtained purchasing services at discount prices to two or more <br /> public agencies. The Houston-Galveston Area Council (H-GAC) is a cooperative purchasing <br /> group that meets the requirements of NCGS 143-129(e)(3). The specific contract number HT11- <br /> 12. The terms of the contract call for items to be sold and serviced through a local dealer. Since <br /> this item is two separate bids, the County requires on (1) responsible dealer to be the "seller" of <br /> the combined units. G-S Products has previously been the recommended dealer for this <br /> combination and has provided documentation accepting responsibility for the combination of the <br /> units under this bid. <br />
