8 <br /> 1 Greg Wilder said the legislative issues work group consisted of Commissioner Dorosin <br /> 2 and Commissioner McKee and the public hearing notice was published in three local <br /> 3 newspapers as well as online. He said that after closing the hearing tonight, a package should <br /> 4 be approved in preparation for the Board's meeting with the legislative delegation on March 11. <br /> 5 Greg Wilder said the first item from the work group is a resolution contained in <br /> 6 attachment 2, and it consists of 30 items outlined beginning on page 5 of the abstract. He noted <br /> 7 that the first item of the thirty is Revenue Options for Local Government, and it contains a <br /> 8 version A and version B with the Commissioners being asked to pick one of those two versions. <br /> 9 He also noted two corrections: one to item 7, which should be starred; and one to item 21, <br /> 10 which is starred and should not be. <br /> 11 Greg Wilder said the other resolution is based on a request from the Clean Water <br /> 12 Management Trust fund back in December for the County to consider a resolution to support <br /> 13 funding for the Clean Water Management Trust Fund. He said this is attachment 3, and <br /> 14 background information is given in attachment 4. <br /> 15 He noted the last item in the packet is NCACC's adopted legislative goals, for use a <br /> 16 reference source. <br /> 17 The manager's recommendation is as follows: <br /> 18 <br /> 19 1) Conduct a public hearing on Orange County's potential legislative items for the <br /> 20 2013 North Carolina General Assembly Session ; <br /> 21 2) Close the public hearing and review and discuss the Legislative Issue Work <br /> 22 Group's (LIWG) proposed 2013 legislative package and any other potential items <br /> 23 for inclusion in Orange County's legislative agenda package for the 2013 North <br /> 24 Carolina General Assembly Session. <br /> 25 3) Approve one proposed resolution regarding support for funding for the Clean <br /> 26 Water Management Trust Fund (CWMTF); and <br /> 27 4) Consider identifying three to five specific items from the entire package to highlight <br /> 28 for priority discussion at the March 11, 2013 meeting with Orange County's <br /> 29 legislative delegation. <br /> 30 <br /> 31 Chair Jacobs asked Greg Wilder to review the legislative deadlines and Greg Wilder <br /> 32 said the House and Senate establish deadline for the filing of bills in the legislative branch and <br /> 33 the introduction of bills on the floor. The deadline for the Senate will occur before the Board's <br /> 34 legislative breakfast on March 11th; therefore this will be sent to Sen. Ellie Kinnaird so she can <br /> 35 take action if she so chooses. He said that the House deadline will not have passed, so there <br /> 36 will be time for reaction to comments and questions there. <br /> 37 Commissioner Dorosin said this was an engaging process with many items to discuss <br /> 38 and they tried to streamline things as much as possible. He said this adequately represents the <br /> 39 universe of things and it is a "wish list". <br /> 40 Commissioner Gordon thanked Commissioner Dorosin and Commissioner McKee for <br /> 41 working on these issues. She thanked Greg Wilder for the efficient operation of Orange County <br /> 42 and said that he does most of his work behind the scenes, and he is very much appreciated. <br /> 43 Commissioner Rich asked for clarification on option a and b for item 1. <br /> 44 Commissioner McKee said he and former Commissioner Yuhasz had had concerns in <br /> 45 the past regarding option A, revenue options for local governments. He read the verbiage from <br /> 46 the packet and said that he reads this as giving the Board the authority to enact the transfer tax <br /> 47 that failed previously in Orange County. He said he will continue to oppose this as written. He <br /> 48 said he supports the second wording in option b, as it does not enable the board to enact things <br /> 49 arbitrarily. <br />
