13 <br /> 1 <br /> 2 Frank Clifton noted that there is no need for closed session tonight <br /> 3 <br /> 4 10. County Attorney's Report <br /> 5 John Roberts asked for direction and said the legislative delegation needs help in <br /> 6 meeting their bill drafting deadline. He asked for Board approval to help with this. <br /> 7 Commissioner Dorosin questioned whether the legislative delegation already has a <br /> 8 service for this need. <br /> 9 John Roberts said the bill drafting division is "swamped" and this does not happen <br /> 10 regularly. He said, in the event that there is last minute bill that can help Orange County, he <br /> 11 would like to be available. <br /> 12 Commissioner Price said she was in Raleigh last week and can attest to the fact that <br /> 13 Senator Kinnaird was working diligently and would appreciate the help. <br /> 14 Chair Jacobs said he spoke with Ellie Kinnaird and Representative Foushee about this <br /> 15 earlier today. He noted that Representative Foushee asked for help in drafting language for a <br /> 16 bill about the recycling authority. He noted that Senator Kinnaird also expressed desire for <br /> 17 help. He said that Representative Foushee would also like to draft a bill for the Homestead <br /> 18 Exemption. <br /> 19 John Roberts said he is short staffed at the moment and is making this request on a <br /> 20 limited basis for this time frame. <br /> 21 Frank Clifton said there are opportunities from time to time to have the county added or <br /> 22 removed from legislation that is moving through the legislature. He said many times, a local bill <br /> 23 will come up and it is easier to add yourself to a local bill than to draft a new bill. <br /> 24 Chair Jacobs said his petition requested to do this. <br /> 25 <br /> 26 A motion was made by Commissioner Price, seconded by Commissioner Pelissier to <br /> 27 authorize our County Attorney to work with legislators. <br /> 28 <br /> 29 VOTE: UNANIMOUS <br /> 30 <br /> 31 Chair Jacobs said the effort would be made to keep all Board of County <br /> 32 Commissioners in the loop regarding legislative issues. <br /> 33 <br /> 34 11. Appointments <br /> 35 <br /> 36 a. Adult Care Home Community Advisory Committee—Appointment <br /> 37 The Board considered making an appointment to the Adult Care Home Community <br /> 38 Advisory Committee. <br /> 39 A motion was made by Commissioner Gordon, seconded by Commissioner Pelissier to <br /> 40 appoint T.L. Crews to the Adult Care Home Community Advisory Committee. <br /> 41 VOTE: UNANIMOUS <br /> 42 <br /> 43 b. Equalization and Review Board —Appointments <br /> 44 The Board considered appointments to the Board of Equalization and Review (E&R). <br /> 45 <br /> 46 Dwane Brinson explained the primary purpose of the E&R Board is to hear tax appeals <br /> 47 for the year. He noted that real property appeals are heard in the spring and personal property <br /> 48 appeals are heard in the fall. <br /> 49 Commissioner Dorosin said one of the applicants is his partner. John Roberts said there <br /> 50 is no conflict because there is no direct financial impact of this action on him. <br />
