4 <br /> 1 WHEREAS, cats and dogs provide companionship to and share the homes of thousands of <br /> 2 individuals in Orange County; and <br /> 3 <br /> 4 WHEREAS, spayed and neutered animals are less likely to have certain health problems or <br /> 5 exhibit certain undesirable behaviors that can create community problems and use community <br /> 6 resources; and <br /> 7 <br /> 8 WHEREAS, the problem of pet overpopulation costs the taxpayers of Orange County hundreds <br /> 9 of thousands of dollars annually through animal control and sheltering programs aimed at <br /> 10 coping with unwanted and homeless cats and dogs; and <br /> 11 <br /> 12 WHEREAS, humane societies and shelters throughout the country have to euthanize <br /> 13 approximately four million cats and dogs each year, although many of them are healthy and <br /> 14 adoptable, due to the lack of critical resources such as money, space, and good adoptive <br /> 15 homes; and <br /> 16 <br /> 17 WHEREAS, the Animal Services Advisory Board and the Animal Services Department have <br /> 18 made correcting pet overpopulation a priority, and prepared Managing Pet Overpopulation: A <br /> 19 Strategic Plan for Orange County; and <br /> 20 <br /> 21 WHEREAS, Animal Services has partnered with AnimalKind and the Department of Social <br /> 22 Services to offer "low cost" and "no cost" spay and neuter for cats and dogs, and has to date <br /> 23 performed more than 1800 overall and more than 1200 for pets belonging to DSS clients; and <br /> 24 <br /> 25 WHEREAS, spaying and neutering cats and dogs, among other animal companions, has <br /> 26 helped to reduce the intake rate of animals from 36 to 25 per 1000 human residents between <br /> 27 2005 and the present and the number of animals euthanized from approximately 1900 in 2005 <br /> 28 to 1129 in 2012; and <br /> 29 <br /> 30 WHEREAS, the County received an Outstanding County Program Award from the North <br /> 31 Carolina Association of County Commissioners in 2010; and <br /> 32 <br /> 33 WHEREAS, veterinarians, animal care and control organizations, national and local animal <br /> 34 welfare organizations, and private individuals work together each year to ensure the spaying or <br /> 35 neutering of thousands of companion animals through "World Spay Day"; and <br /> 36 <br /> 37 WHEREAS, veterinarians, animal care and control organizations, national and local animal <br /> 38 welfare organizations, and private individuals have joined together again this year to advocate <br /> 39 and support the spaying and neutering of companion animals on "World Spay Day 2013." <br /> 40 <br /> 41 Now, therefore be it RESOLVED by Orange County that February 26, 2013 is declared "Spay <br /> 42 Neuter Day", and the Board of County Commissioners calls upon the people of Orange County <br /> 43 to observe the day by having their own cats or dogs spayed or neutered or by sponsoring the <br /> 44 spaying or neutering of another person's cat or dog. <br /> 45 <br /> 46 This the 19th day of February, 2013. <br /> 47 <br /> 48 A motion was made by Commissioner McKee seconded by Commissioner Pelissier to <br /> 49 approve a resolution officially acknowledging February 26, 2013 as "Spay Neuter Day" in <br />
