12
1 Chair Jacobs said this is like a big poker game and the stakes are raised now and
2 entities have to put in more money.
3 Frank Clifton said the request is now just in a draft stage. The uses discussed tonight
4 have been mostly domestic, but the future uses may be more commercial.
5 This will be discussed again at the work session next week.
6
7 d. Proposal to Move Toward a Franchise to Privatize Curbside Solid Waste
8 and Recycling Services in Unincorporated Area of Orange County
9 The Board discussed a proposal to move toward a county-wide franchise agreement
10 that would privatize curbside Solid Waste and Recycling Services in the unincorporated areas
11 of Orange County.
12 Chair Jacobs said this is a process that is projected to take eight months. He said the
13 County is not trying to back away from its commitment to recycling.
14 Frank Clifton said the systems in place now will be changing and this is one option.
15 Michael Talbert said they are going to talk about the possibility of moving forward and
16 this will have no impact on the solid waste convenience centers (SWCC). Orange County is
17 moving forward with closing the landfill and as they do this June 30, 2013 much will still remain
18 at that site such as the C&D landfill and white goods, but will be part of the recycling budget.
19 He said Orange County does recycling better than anyone in the state but doing that is not
20 cheap. He said right now solid waste in the unincorporated areas of Orange County is provided
21 by private haulers. There are about 12 private haulers in and around Orange County. The
22 towns collect their own solid waste within their town limits and after June 30th they will be
23 looking at other options to take their waste rather than the landfill.
24 The earliest implementation of this new program will be July 1, 2014.
25
26 An anticipated timeline, if Orange County moves toward the Franchise of Curbside Solid
27 Waste and Recycling services in Unincorporated Area of Orange County is:
28
29 - March 15, 2013 — Notice to existing private solid waste collection services of the April
30 23, 2013 meeting to discuss Franchise Agreement and displacement of private solid
31 waste collection services.
32 - April 23, 2013 Public Hearing to discuss Franchise Agreement and displacement of
33 private solid waste collection services implementing the 15 month public notice
34 requirement
35 - April 23, 2013— June 15, 2013 Create Request for Proposals (RFP) — Franchise
36 Agreement
37 - June 15, 2013—August 15, 2013 RFP available for vendors to response
38 - August 15, 2013— September 30, 2013 staff evaluation of proposals and negotiations
39 with vendors
40 - October 8, 2013 Work Session discussion of Franchise Agreement
41 - November 5, 2013 Public Hearing to consider Franchise Agreement
42 - November 19, 2013 Board approval of Franchise Agreement
43 - July 1, 2014— December 31, 2015 — Phased Implementation of Franchise Agreement
44
45
46 PUBLIC COMMENT:
47 Bonnie Hauser spoke for Orange County Voice. She said with the landfill closing, we welcome
48 a fresh look at solid waste and recycling services to the unincorporated parts of the county.
49 As you know, for our small, complex county, one-size-fits all models don't work. Communities
50 near towns tend to enjoy town-like services like trash and recycling curbside collection. The
