26 <br /> 1 A motion was made by Commissioner Pelissier seconded by to appoint Dr. Tracey Yap <br /> 2 to the Orange County Nursing Home Community Advisory Committee, for a full term ending on <br /> 3 1/30/2016. <br /> 4 <br /> 5 VOTE: UNANIMOUS <br /> 6 <br /> 7 b. Small Business Loan Program Board —Appointment <br /> 8 The Board considered making an appointment to the Small Business Loan Program <br /> 9 Board. <br /> 10 <br /> 11 A motion was made by Commissioner Pelissier, seconded by Commissioner Dorosin to <br /> 12 appoint Commissioner McKee to the Small Business Loan Program Board. <br /> 13 <br /> 14 VOTE: UNANIMOUS <br /> 15 <br /> 16 12. Board Comments <br /> 17 Commissioner Gordon said she, Commissioner Price, and Commissioner Rich attended <br /> 18 the Chapel Hill Town Council meeting to view resources for the Southern Orange County <br /> 19 Government Services Campus. She said the Town Council had a good discussion and <br /> 20 discussed the special use permitting process and the development agreement process. <br /> 21 Commissioner Gordon said the Durham/Chapel Hill/Carrboro Metropolitan Planning <br /> 22 Organization (MPO) released the 2040 MPO Report and Air Quality Determination and Analysis <br /> 23 Report drafts. She said a public hearing will occur in March and both plans will be adopted in <br /> 24 April. <br /> 25 Commissioner Price asked that in future when there are legislative goals, the new <br /> 26 Commissioners be informed of the process. <br /> 27 <br /> 28 Commissioner Pelissier said she had forgotten to mention something at the last <br /> 29 meeting related to the new start applications to the Light Rail Component of the Transportation <br /> 30 Plan. She said there has been no response from the Federal Transportation Administration. <br /> 31 She highlighted a few things from the Association of County Commissioners' meeting, and said <br /> 32 there was a visit from Assistant Secretary Gillespie who said that there will be a focus on <br /> 33 cleaning up all contaminated water supply sites around the State. She said that there will be an <br /> 34 effort to fund the priority efforts such as this. She said there was also a long discussion on <br /> 35 fracking and it was mentioned that all that is being discussed in the Senate Bills is offshore <br /> 36 drilling. <br /> 37 Commissioner McKee— pass <br /> 38 Commissioner Dorosin — pass <br /> 39 Commissioner Rich thanked the staff for the new member orientation and she thanked <br /> 40 Commissioner Gordon for coming and sharing some of her history. She said that the Visitor's <br /> 41 Bureau hosted Taste of Carolina last night and there were over 300 people at this event at the <br /> 42 Carolina Inn. She said about 200 of those people stayed in town and this was a good economic <br /> 43 development tool. <br /> 44 Chair Jacobs said that he, Frank Clifton, Commissioner McKee and Donna S. Baker <br /> 45 met with Congressman Coble yesterday and had a very amicable discussion regarding <br /> 46 agriculture, conservation, economic development districts, 1-85 widening, high speed internet <br /> 47 access, economic development districts and plans for bus transit in the central part of the <br /> 48 county. He said the staff is opening an office by the end of the month in Efland and will be <br /> 49 invited to a meeting for introductions. <br />
